This role supports Procuring Contracting Officers (PCOs), Contracting Officers' Representatives (CORs), and Integrated Product Teams (IPTs) through pre-award strategy formulation, solicitation package assembly, source selection advisory support, and post-award contract administration tracking.
Duties:

- Cost and Price Modeling Support: Collaborate with government cost estimators to develop Independent Government Cost Estimates (IGCEs), cost breakdown models, and pricing schedules, including Contract Line Item Number (CLIN) structuring.
- Market Research: Conduct comprehensive, documented market research across the commercial and defense industrial bases pursuant to FAR Part 10, and draft Market Research Reports (MRRs).
- Industry Outreach and Solicitations: Prepare and coordinate public announcements, including Sources Sought Notices, Requests for Information (RFIs), and Draft Requests for Proposal (RFPs) via SAM.gov and related portals. Synthesize industry feedback to inform government acquisition decisions.
- Acquisition Planning: Draft formal Acquisition Plans (APs) and Acquisition Strategies under FAR Part 7 and DFARS 207. Evaluate contracting mechanisms, including FAR Part 12 (Commercial Products and Commercial Services), FAR Part 15 (Negotiated Procurements), Indefinite Delivery/Indefinite Quantity (IDIQ) task orders, GSA Federal Supply Schedules, and Other Transaction Authority (OTA) consortium models.
- Small Business Utilization: Research and recommend socioeconomic set-aside strategies (8(a), SDVOSB, WOSB, and HUBZone) in alignment with agency small business utilization goals.
- Source Selection Advisory Support: Serve as a non-voting technical and procurement advisor to Source Selection Evaluation Boards (SSEBs) and Source Selection Authorities (SSAs), adhering strictly to FAR 15.3 and Procurement Integrity Act (41 U.S.C. 2101-2107) guidelines.
- Compliance Matrix Reviews: Conduct initial compliance reviews of vendor proposals against solicitation requirements, RFP terms, and baseline instructions to identify non-conforming submissions.
- Evaluation Synthesis: Prepare evaluation worksheets, synthesize technical evaluator findings into cohesive strengths, weaknesses, deficiencies, and risk summaries, and draft factual inputs for Government Source Selection Decision Documents (SSDDs).
- Evaluation Notices (ENs): Draft clear, objective ENs and discussion questions for the Contracting Officer to present to competitive range offerors.
- Deliverable Surveillance: Establish and maintain deliverable tracking systems to monitor contractor compliance with CDRLs, contract delivery schedules, and PWS performance metrics.

- Performance Monitoring Support: Assist CORs in drafting contractor performance evaluations for submission into the Contractor Performance Assessment Reporting System (CPARS).
- Financial and Invoice Tracking: Review vendor invoices and public vouchers via Wide Area Workflow (WAWF) and the Procurement Integrated Enterprise Environment (PIEE) for cost and schedule consistency, labor category alignment, and travel reimbursement compliance. Alert the COR and PCO to cost growth, funding burn-rate anomalies, or period-of-performance risks.
