CACI is currently looking for a Senior IT Software Development Project Manager with agile methodology experience to join our BEAGLE (Border Enforcement Applications for Government Leading-Edge Information Technology) Agile Solution Factory (ASF) Team supporting Customs and Border Protection (CBP) client located in Northern Virginia! Join this passionate team of industry-leading individuals supporting the best practices in Agile Software Development for the Department of Homeland Security (DHS).
As a member of the BEAGLE ASF Team, you will support the men and women charged with safeguarding the American people and enhancing the Nation’s safety, security, and prosperity. CBP agents and officers are on the front lines, every day, protecting our national security by combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity.

The ability to be adaptable and to work constructively with a technically diverse and geographically separated team is crucial.
The ideal candidates have both strong Agile Scrum delivery skills and project facilitation experience. They will interface with client personnel and use oral and written communications skills to develop great working relationships with stakeholders including customer Product Owners. This position is responsible for ensuring that all assigned work activities are performed in a timely and cost-effective manner while maintaining the highest quality of performance.
Responsibilities:
Serves as a Senior IT Project Manager and strategic delivery leader responsible for providing enterprise-level leadership, governance, and oversight for complex customer-defined systems and software initiatives. Provides strategic direction across multiple teams, portfolios, and stakeholders while ensuring alignment with organizational priorities, mission objectives, and delivery commitments.
- Provide senior leadership and strategic direction for complex IT programs, projects, and Agile delivery organizations, ensuring alignment with customer priorities, mission objectives, business outcomes, and enterprise technology strategies.
- Lead cross-functional delivery across multiple teams, portfolios, and organizational stakeholders, establishing integrated governance structures, transparency mechanisms, executive dashboards, and overarching roadmaps to provide visibility into program health, dependencies, milestones, and strategic outcomes.
- Serve as a senior customer and organizational advisor, partnering with executive leadership, government stakeholders, technical leaders, and program management to shape priorities, resolve complex issues, and drive decisions that enable successful mission delivery.
- Establish and oversee Agile delivery frameworks and governance, ensuring consistent application of Agile/Scrum principles while adapting methodologies to meet the needs of complex, enterprise-scale programs and customer environments.
- Provide strategic mentorship and organizational leadership to project managers, Scrum Masters, technical leads, and delivery teams, building organizational maturity in Agile practices, delivery management, process optimization, and continuous improvement.
- Serve as a leadership proxy and senior escalation point, representing program and organizational leadership in high-visibility engagements and making informed decisions regarding priorities, resources, risks, dependencies, and delivery commitments.
- Drive enterprise-level process improvement and organizational transformation, proactively identifying opportunities to re-engineer processes, eliminate systemic inefficiencies, improve delivery performance, and institutionalize best practices across teams and portfolios.
- Lead initiatives to optimize organizational performance and delivery excellence, establishing performance measures, assessing trends, identifying systemic barriers, and implementing corrective strategies to improve predictability, quality, efficiency, and customer outcomes.
- Cultivate high-performing, cross-functional organizations, establishing an environment of accountability, collaboration, innovation, and continuous improvement while facilitating resolution of complex organizational and interpersonal challenges.
- Direct enterprise risk, issue, dependency, and impediment management, anticipating challenges before they affect delivery, developing mitigation strategies, and escalating matters requiring executive or customer intervention.
- Provide oversight and strategic direction to teams of experienced technical professionals, ensuring resources are aligned to mission priorities, delivery objectives, and organizational capabilities while maintaining accountability for performance and outcomes.
- Lead integrated planning and resource alignment across competing initiatives, balancing scope, schedule, budget, staffing, technical dependencies, and organizational priorities to maximize mission value and delivery success.
- Establish executive-level communication and reporting mechanisms, translating complex technical and programmatic information into concise, actionable insights for senior leadership and customer decision-makers.
- Champion organizational agility and delivery excellence, driving adoption of scalable practices, governance models, and operational standards that enable teams to respond effectively to evolving mission requirements and customer priorities.
- Accountable for overall delivery health and strategic outcomes, ensuring that program execution remains aligned with customer expectations while proactively addressing risks, dependencies, resource constraints, and opportunities for increased mission impact.
Qualifications:
Required:
- Must be a U.S. Citizen with the ability to pass CBP background investigation, criteria include
- , but not limited to 3-year check for felony convictions, 1-year check for illegal drug use, 1-year check for misconduct such as theft or fraud
- Professional Experience: at least ten (10) years related experience; particularly working on government contracts
- College degree (B.S. or greater) in Computer Science, Software Engineering, Information Management Systems or a related discipline.
- Excellent written and verbal communication skills
- Experience participating in a high performing, highly engaged and motivated CM team
- Solid experience in incremental software development projects using an Agile Scrum approach
- Understanding of all elements of the software development life cycle
- Highly responsible, team-oriented individual with very strong communication skills and work ethic; self-starter

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
