MAJOR RESPONSIBILITIES & DUTIES:
Develops and oversees short- and long-range workforce planning strategies by analyzing staffing trends, operational metrics, service demands, and organizational priorities.
Designs, implements, and continuously evaluates staffing models and scheduling methodologies to maximize workforce efficiency and support organizational goals.
Exercises independent judgment in determining staffing recommendations and resource allocation to address changing operational needs and service demands.
Analyzes workforce data, labor utilization, overtime, turnover, vacancy trends, and staffing expenditures; provides leadership with recommendations to improve workforce effectiveness and cost management.
Develops and presents workforce planning reports, dashboards, and executive-level analyses that support strategic decision-making.
Leads workforce planning initiatives and process improvement projects, including the development of policies, procedures, training materials, and implementation strategies.
Serves as a subject matter expert on staffing operations, scheduling practices, and workforce planning methodologies.
Consults with operational leaders to identify staffing challenges, evaluate workforce needs, and implement effective staffing solutions.
Provides oversight of staffing system administration, scheduling processes, and workforce planning tools to ensure operational effectiveness and compliance.
Conducts audits of staffing and timekeeping data to identify trends, discrepancies, and opportunities for process improvement.
Supports talent acquisition and workforce development initiatives through participation in recruitment planning, candidate evaluation, and workforce pipeline strategies.
Develops and delivers training programs related to staffing practices, scheduling procedures, workforce planning tools, and operational processes.
Provides guidance and decision support regarding workforce deployment and staffing contingencies.
Participates in rotating on-call responsibilities.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to interpret complex workforce data and formulate strategic recommendations.
Ability to exercise discretion and independent judgment in workforce planning decisions.
Knowledge of labor management principles, workforce optimization methodologies, and operational planning.
Ability to influence decision-making and build collaborative relationships with leaders across the organization.
REQUIRED QUALIFICATIONS:
Bachelor's degree in Business Administration, Human Resources, Healthcare Administration, Data Analytics, or a related field; or equivalent combination of education and experience.
Minimum of 3 years of experience in workforce planning, staffing coordination, scheduling, or call center operations.
Demonstrated experience analyzing workforce data and developing staffing recommendations that influence operational decision-making.
Participation in on-call or after-hours support as needed required.
PREFERRED QUALIFICATIONS:
Experience in healthcare, behavioral health, or social service environments preferred.
Supervisory or project management experience preferred.

PHYSICAL REQUIREMENTS, EQUIPMENT USAGE, WORK ENVIRONMENT:
Position is primarily sedentary in an office setting; may involve occasional lifting up to 30 lbs. Use of computer, office equipment. Potential exposure to challenging youth behaviors in behavioral health roles.
