Instructional Designer

Description

Quantum Sky is searching for someing to serve as an Instructional Designer supporting the Marine Corps Information Technology Service Management (ITSM) Operations and Sustainment (O&S) program. In this role, you will design, develop, maintain, and update training solutions supporting Marine Corps ITSM processes and BMC Remedy/Helix functionality.

You will work closely with the training team, customer stakeholders, and technical subject matter experts (SMEs) to ensure training materials remain current as ITSM processes, workflows, and system capabilities evolve.

 

Responsibilities:

Training Development

• Design and develop interactive computer-based courseware for technical and end-user training.
• Convert complex technical information, workflows, and requirements into clear instructional content.
• Develop storyboards, flow diagrams, scenarios, simulations, and supporting training materials.
• Create and update CBTs, JIT videos, QRGs, and Job Aids.
• Ensure training products remain aligned with current BMC Remedy/Helix functionality and USMC ITSM processes.

Stakeholder and SME Collaboration

• Work directly with technical SMEs and customer stakeholders to understand system changes, process updates, and new training requirements.
• Validate the technical accuracy and usability of instructional content.
• Participate in reviews, demonstrations, and working sessions with program and customer teams.

Training Environment Support

• Support validation of training environments against production configurations.
• Coordinate with technical teams to test training procedures and system workflows.
• Help ensure courseware remains synchronized with system releases and configuration changes.

Project and Quality Support

• Develop work plans, schedules, estimates, and status updates for assigned training activities.
• Track assigned deliverables through completion and provide input to weekly and monthly program reporting.
• Participate in peer reviews and quality checks of training products.
• Maintain consistency with established style, quality, and instructional-design standards.
• Maintain training records and documentation supporting CMMI and internal quality processes.

Training products include:

• SCORM 2004-compliant Computer-Based Training (CBT) modules developed using the Marine Corps Systems Approach to Training (SAT) methodology and ADDIE model.
• Just-in-Time (JIT) training videos covering core CBT and system functionality.
• Quick Reference Guides (QRGs), Job Aids, and other end-user support materials.

Qualifications

Required:

• 5+ years of applicable instructional-design, training-development, or technical-training experience.
• A. or B.S. degree in Instructional Design, Business, Organizational Development, Computer Science, Engineering, or a related discipline.
• Experience developing technical training for government, DoD, or large enterprise environments.
• Proven experience using Adobe Captivate and Adobe editing tools, including Audition, and the Microsoft Office suite.
• ITIL 4 Foundation certification and strong operational knowledge of the ITIL framework.
• Experience developing SCORM-compliant eLearning materials.
• Ability to quickly learn technical software platforms and translate system functionality into effective user training.
• Strong written communication, editing, facilitation, and organizational skills.
• Experience developing branched learning scenarios, simulations, and interactive training.
• Experience working with SMEs to validate technical content.
• Familiarity with training environments, software releases, testing, and configuration changes.
• Adobe Captivate and/or Articulate 360 experience.

Desired:

• Experience with BMC Remedy, BMC Helix, ServiceNow, or another enterprise ITSM platform.
• Experience supporting USMC or DoD ITSM environments.
• Familiarity with Marine Corps SAT / ADDIE methodology.
• Experience developing training for software migrations or major system modernization efforts.
• Experience with AI-enabled content development, knowledge management, or training automation.
• Master's degree in Instructional Design, Business Administration, or a related discipline.
• Certified Technical Trainer (CTT+) or another relevant industry training certification.

Clearance: 

• Active Secret clearance required.

Location:

• The work location will be remote with some potential limited travel to Quantico, Virginia, as required.

Compensation:

• Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $86,000-$135,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
