Senior Transit Planner (Senior Analyst)

About this job: As a Senior Transit Planner, you will play a critical role in supporting the planning, coordination, and evaluation of regional transportation programs and services. Working as part of the Transit Services Division, you’ll help guide decisions that enhance transit operations and improve rider experience across our city. In this position, you’ll lead data analysis efforts, manage service change processes, and contribute to strategic transit initiatives that drive operational excellence and align with regulatory requirements. The ideal candidate brings a strong background in transit operations and planning, demonstrates excellent communication and analytical skills, and thrives in a fast-paced, mission-driven environment.

This is a special at-will position funded by an FTA grant received by Transit annually.

As a Senior Transit Planner, you will:
Operational Planning & Service Evaluation
  • Prepare in-depth reports and analyses that consider operational, capital, and budgetary constraints.
  • Research and recommend transit service enhancements based on data, trends, and community needs.
  • Support the Division’s Service Change Process—develop, recommend, and implement approved changes.
  • Evaluate transit service delivery and lead implementation of strategies for improved efficiency and rider satisfaction.
Data Quality & Compliance
  • Ensure data accuracy in internal and external reports; lead data quality improvement efforts across the division.
  • Ensure all work is compliant with federal, state, and local laws, codes, and regulations.
  • Conduct research and interpret rules, regulations, and policies to ensure regulatory compliance.
  • Review and provide documentation and participate in internal and external audits.
  • Responsible for preparing and overseeing the monthly and annual National Transit Database reporting, and any other ad hoc reports as requested.
  • Maintain and update Transit Division grant, planning, and reporting policies and procedures.
Project Oversight & Staff Collaboration
  • Provide oversight and coordination for planning-related projects, including those involving outside consultants or contractors.
  • Provide training and direction to assigned staff; support employee development and address performance deficiencies.
  • Participate in the development of policies, procedures, and division goals; identify challenges and recommend strategic solutions.
Grant Administration and Planning
  • Oversee the full life cycle of federal, state, and local grants, including applications, budgets, revisions, amendments, reporting, and closeouts, ensuring grant compliance with rules and requirements.
  • Maximize the utilization of available grant funding sources.
  • Other duties as assigned

We are looking for candidates who demonstrate:
Knowledge of:
  • Transit operations, systems, and funding mechanisms
  • Principles and practices of urban and transportation planning
  • Federal, state, and local transportation regulations
  • Service performance evaluation techniques and planning methodologies
Ability to:
  • Analyze and interpret data to make informed recommendations
  • Write clear and concise technical reports and presentations
  • Effectively prioritize and manage multiple projects
  • Communicate complex ideas clearly, both orally and in writing
  • Build and maintain productive working relationships
  • Learn and apply complex software systems (e.g., transit scheduling or GIS tools)
  • Bachelor’s degree from an accredited college or university with major coursework in urban planning, transportation planning, public administration, or a related area of study
  • Five years of full-time, professional experience in transportation planning, urban planning, or a related field
