Description:

Under general supervision, performs a variety of entry level technical duties related to enforcing the provisions of City laws, codes, ordinances, regulations, and other legal issues related to land use, zoning, residential occupancy, streets, sidewalks, park strips, abandoned vehicles, refuse, snow issues, weeds, alcohol compliance, business licensing, building codes, property maintenance, and other hazards and nuisance abatement issues.

Qualifications:

High School Diploma, or GED equivalent, and one (1) year of work related experience in code enforcement, municipal planning, law enforcement, building inspection, or a combination of education and/or work-related experience in a related field that demonstrates good judgement, decision making, and a commitment to public service.

Valid Driver's License

Must be able to get in and out of vehicles repeatedly.

Must be able to occasionally, lift, carry and/or move up to 30 pounds and somewhat regularly lift and carry 10-15 pounds and to drive, sit, stand, walk, talk, hear and operate a keyboard using fine motor skills to write and utilize computer software.

Must be able to work outside, including in hot and/or inclement weather, and work around odors, potential hazardous substances, infectious disease and irritants on occasion.

Responsibilities:

Patrols Logan City and conducts field investigations. Checks for violations of city ordinances and codes, including land use and zoning compliance, residential occupancy, excessive weeds, snow removal, graffiti, residential parking violations, signs, abandoned vehicles, businesses licensing, property maintenance, and other nuisance abatement issues.

Receives complaints and reports from citizens regarding alleged violations of City ordinances, codes, and regulations. Investigates these claims and determines the nature of the allegation and apprises complainants of possible solutions.

Gathers evidence and completes comprehensive reports of daily activities and enforcement actions, and follows through on complaints. Initiates legal proceedings when appropriate, prepares for hearings, and testifies in court when required.

Issues citations or warnings of violations of City ordinances. Keeps records of violations and follows up to secure correction of situation.

Conducts regular review of codes, ordinances, and regulations; receives legal interpretations as needed to direct enforcement of compliance. Makes recommendations related to practical application of codes and ordinances and assists in adapting, modifying, or rewriting codes as needed.

Assists in coordinating the abatement of nuisances and vacant structures, and the implementation & enforcement of the property maintenance codes.

Provides information to the general public and business community regarding codes, laws, and ordinances. Performs ongoing public relations to enhance the image of the department within the community.

Knowledge, Skills and Abilities:

Considerable knowledge and skill in MS Word and Excel and working knowledge in using database software.

Working knowledge of City ordinances pertaining to nuisance and property maintenance codes.

Considerable organizational skills and ability to prioritize and follow-through on inspections and report preparation.

Considerable skill in writing and presenting information in a professional manner while presenting all appropriate information and clear direction.

Considerable ability to communicate effectively with tact, diplomacy and courtesy, and establish and maintain effective working relationships with property owners, developers, contractors and the public to ensure understanding, cooperation and compliance with City ordinances.

Considerable ability to understand and carry out written and oral instructions.

Ability to work in a team-environment and to work both as a team member and independently.

Ability to maintain a high degree of confidentiality.

Ability to operate a networked personal computer and standard software and to maintain up-to-date, accurate records.
