The Opportunity to Lead the Next Chapter
As Director of Infrastructure & Asset Management, you will provide leadership and strategic direction across infrastructure planning, asset management, capital programs, maintenance strategies, and performance improvement. The Director oversees Building Maintenance, Fleet Maintenance, Custodial Services, Sign Maintenance, and Grounds Maintenance, ensuring each division operates safely, efficiently, and in alignment with organizational goals, service standards, and long-term asset management priorities.
Working closely with executive leadership and teams across the organization, you will establish priorities, evaluate infrastructure needs and risks, and help ensure resources and capital investments are directed toward the organization’s most critical needs.
This role offers the opportunity to influence long-term infrastructure decisions, strengthen organizational capabilities, and promote responsible stewardship of public assets and resources.
Key areas of leadership include:
- Developing and executing the county's infrastructure and asset management strategy
- Establishing long-term asset lifecycle, maintenance, rehabilitation, and replacement plans
- Leading capital planning and investment prioritization based on condition, risk, performance, and organizational priorities
- Strengthening asset management systems, data quality, governance, and performance reporting
- Establishing meaningful KPIs and providing leadership with clear insight into asset condition, reliability, risk, and investment needs
- Driving continuous improvement in infrastructure reliability, operational efficiency, and lifecycle cost management
- Leading and developing high-performing teams while fostering a culture of accountability, collaboration, and continuous improvement
- Partnering with operations, engineering, finance, procurement, technology, and other stakeholders to align infrastructure investments with strategic objectives
- Overseeing consultants, contractors, vendors, and strategic partners as appropriate
- Ensuring infrastructure and asset management practices support applicable regulatory, safety, environmental, and organizational requirements

General Definition of Work:
Performs complex professional and difficult executive work overseeing the Infrastructure and Asset Management operations of automotive maintenance and repair, building and grounds maintenance; custodial, sign maintenance, and mail courier service. Work is performed under the general supervision of an Assistant County Manager. Supervision is exercised over all departmental personnel.
Essential Functions/Typical Tasks:
Planning, directing, coordinating and supervising the Infrastructure and Assets Management operations, programs and staff in the maintenance and repair of County owned and leased buildings, facilities, equipment, other assets, and all properties, and parking lots; overseeing assets that are owned and leased by the County; preparing and monitoring budgets; overseeing the preparation and maintenance of appropriate files and records; responding to citizens' services requests and complaints.

- Plans, prioritizes, schedules, assigns and reviews maintenance programming for buildings and facilities improvements, determines needed repair and establishes a maintenance and repair program.
- Plans, coordinates, and manages minor alternations in coordination with Design and Construction Director
- Responsible for directing, training, evaluating staff and has substantial influence in hiring and employment decisions.
- Responsible for developing, managing, and overseeing annual department budgets as well as assisting with future operating expenses associated with new construction.
- Negotiates, implements, and monitors asset programs. Works to identify efficiencies and savings.
- Participates in the project management of County building contracts and plans special projects related to long range plans for other County departments in coordination with Design and Construction Director.
- Completes research and makes capital project improvement, facility needs, fleet upgrades and purchases recommendations. Presents supporting documentation to management and boards.
- Works with architects, builders, and engineers to meet customer needs and plan logistics in coordination with Design and Construction Director.
- Prepares periodic or special reports, oversees the maintenance of records.
- Participates in the planning of other County department major capital improvement projects.
- Oversees the maintenance and repair of County assets.
- Oversees the utility budget and reviews utility billing to identify discrepancies, trends, and cost-saving opportunities.
- Oversees ADA compliance, security systems, life safety, and utilities.
- Oversees asset management records including compliance documents, work orders, proposals, invoices, and all historical documentation related to the total cost of ownership of the County assets.
- Receives and responds to citizen inquiries and complaints, initiates necessary maintenance and repair activities.
- Ensures general safety precautions are followed by crews.
- Enforces work procedures and standards; evaluates employee performance.
- Attends meetings as assigned.
- Performs related tasks as required.
Knowledge, Skills and Abilities:
Thorough knowledge of the practices and equipment used in public buildings and facilities maintenance, including HVAC and BAS systems, generators, elevators, fire and life safety systems, lighting controls, and keying and door lock systems; thorough knowledge of the geography of the County; general knowledge of fleet maintenance management; general knowledge of the principles and practices of construction management; general knowledge of logistics and move management; general knowledge of pertinent codes, hazards, inspection and safety requirements; general knowledge of sustainable building maintenance techniques; ability to plan, supervise, and inspect the work of maintenance crews; ability to prepare a budget and monitor expenditures; ability to work from sketches, blueprints, and drawings; ability to recognize and diagnose problems; ability to perform in a fast-paced environment and work independently; ability to prepare and maintain detailed records; ability to establish and maintain effective working relationships with County officials, employees, and the general public. Requires proficiency with computers and industry-related software.
Education and Experience:
Requires graduation from an accredited college or university with major course work in construction management, public works administration, or related field and extensive supervisory experience in public works and general services operations, maintenance and repair. An equivalent combination of education and experience may be considered.
Special Requirements:
Possession of an appropriate driver's license valid in the State of North Carolina. Position is a safety-sensitive position as defined by the Drug Free Workplace Policy. Position is essential as defined by the Inclement Weather Policy. Position includes occasional after hours work for communication, site visits, and to assist with problems/emergencies.
Physical Requirements:
This is normally sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; some work may require the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects work requires stooping, crouching, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, peripheral vision, preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions. The worker may be exposed to blood borne and airborne pathogens and may be required to wear specialized personal protective equipment
