Overview
Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America.
Responsibilities
Reporting to the Human Resources Director, the Senior Human Resources Officer is responsible for the day-to-day administration of employee relations, performance management, disciplinary processes, employee engagement, and culture initiatives across the Jhpiego Eswatini office. The incumbent oversees the Employer of Record (EOR) arrangement, timesheet and leave administration for all staff, and ensures compliance with Jhpiego policies, donor requirements, and Eswatini labor legislation.
Key Responsibilities:
- In collaboration with the HR Director, lead the annual performance appraisal process, providing guidance and support to supervisors and staff to foster a high-performance culture.
- Coach supervisors on performance issues and monitor ratings and outcomes, ensuring consistent application of performance management.
- Lead the implementation of discipline management, conflict resolution and grievance handling, acting as the first point of escalation before matters reach the HR Director.
- Coordinate employee wellness and engagement initiatives, including staff surveys and implementation of recommended actions.
- Coordinate the culture, values and recognition initiatives.
- Maintain oversight of timesheet and leave management for all staff, including EOR staff.
- Support implementation and consistent application of HR policies and procedures.
- Assist the HR Director in ensuring effective day-to-day delivery of these functions.
- Support HR compliance audits.
- Other official duties as assigned.
Required Qualifications
- Bachelor's Degree in Human Resources Management, Business Administration, Industrial Psychology, Law, or a related field.
- An additional qualification in Labor Law, Employment Law, Industrial Relations, or a related field will be an added advantage.
- Minimum of 5-6 years' progressive HR experience, including employee relations, performance management, disciplinary processes, and grievance handling, preferably within an NGO or donor-funded environment will be an added advantage.
- Sound knowledge of Eswatini Employment and Labor legislation and HR best practices.
- Experience advising and supporting managers on employee relations and performance management matters.
- Proficiency in HRIS and Microsoft Office applications.
- Strong communication, interpersonal, organizational, and problem-solving skills.
- Ability to maintain confidentiality, exercise sound judgment, and work effectively in a multicultural environment.
