DEFINITION

Under direction of the Maintenance Manager the primary responsibilities of the Maintenance Supervisoare to provide supervision to maintenance staff in the maintenance and repair of public transit vehicles to help ensure safe and reliable day-to-day operationsThis includes preventative maintenance and repair of a large fleet of buses and sedans, supervision of all maintenance staff during their assigned shiftfacilitation of NCTD’s maintenance program and reports and well as tracking work orders. Success in this role requires sound judgment, critical thinking, discretion, and exceptional attention to detail


Distinguishing Characteristics

This position is distinguished by the need for professional demeanor and exercising sound judgement in the supervision of mechanics in advancement of NCTD’s Maintenance program. The incumbent in the position of Fleet Maintenance Supervisor must be able to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements. Additionally, develop and maintain accurate files for payroll, attendance, and budgetsMaintenance Supervisors are expected to be familiar with safe shop practices, best practices, and regulatory requirements that pertain to the shop and vehicle maintenance as well as guide the shop and employees to such practices are consistently followed.


Supervision Received and Exercised

This position reports to the Maintenance Manager and will provide supervision to other members of the Bus Operations Division at the direction of the Maintenance Manager. This position has direct supervisory responsibility for Technicians, Maintenance Clerks, and Bus Servicers. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.



Working Conditions

Normal working conditions for this position are in an office, maintenance facility, and field setting. Business travel may be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as required. The ability to work additional hours outside normal work schedule is essential to fulfill the expectations of the role.

Essential Functions

Duties may include, but are not limited to, the following:

  • Plans, organizes, schedules, and assigns preventive and remedial maintenance work for buses and automobiles or equipment production lines.

  • Monitors work order accuracy, completion times and assists technicians as needed in vehicle repairs.

  • Periodically reviews competed technician work and assists in quality oversight of maintenance repairs.

  • Develops and maintains computer and manual files for payroll, attendance, project budgets, and vehicle service; prepares daily reports.

  • Maintains close communications with Operations, to respond in a timely manner to dispatch mechanics and schedule repairs to meet Operational needs. 

  • Implements and maintains safety programs.

  • Ensures compliance and promotes aspects of the Environmental Management System to employees and coworkers.

  • Conducts meetings on safety, tool uses, shop practices, equipment upgrade projects, and other related topics.

  • Investigates and reports accidents and injuries.

  • Follows up on ordered parts, equipment, and supplies, and administers warranty claims to ensure accuracy and adherence to production schedules.

  • Participates in warranty tracking.

  • Participates in repeat defect tracking to help identify trends and develop improvement plans to target and correct known concerns.

  • Counsels' subordinates on compliance with procedures, rules, and regulations.

  • Conducts first-level disciplinary and grievance hearings.

  • Analyzes component failures, identifies problems, plans repair and replacement schedules, and aids staff to remedy problems.

  • Reviews Operator defect cards and sets priority schedule for repairs.

  • Conducts meetings to determine user needs.

  • Approves completed work/repairs and conducts follow-up inspections.

  • Plans, organizes, and coordinates service preparation activities of new or retired vehicles.

  • Prepares various reports, develops presentations, and manages special development projects.

  • May assist in field repairs of vehicles as needed.

  • Supervises and trains subordinates on shift in all phases of service and repair of vehicle including but not limited to basic repair, air conditioning, electrical, major component rebuild and /or vehicle cleaning operations.

  • Accounts for subordinate and personal compliance with all of NCTD’s safety rules, polices, and procedures.

  • Consistently and equitably, initiates documents, and recommends appropriate written and verbal disciplinary action and commendations.

Experience/Education

  • High School diploma or equivalent. 

  • Associate’s Degree in related field preferred; minimum three (3) years of relevant experience performing work in the repair and maintenance or procurement of vehicles and heavy equipment, including a minimum of two years of relevant experience at or above the lead level

    A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/Licenses

  • Possession of and the ability to maintain a California driver’s license, Class B with passenger and air brakes endorsementswith less than 6 points in the prior 36-month period, and no DUIs in the prior 7 years. 

  • ASE H series certification is preferred

  • Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton.

  • Must possess or be able to obtain EPA 609 certification.

  • Must possess or be able to obtain any other certifications deemed necessary for the successful completion of tasks required of this position.

  • Ability to obtain a forklift certification within 6 months of hiring.


General Requirements

  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, high voltage protection, eye and hearing protective devices (HPD), if and when required.

  • Positions in this job classification are considered safety sensitive and subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) regulations.

  • Exceptional relationship-building skills to deal competently with individuals at all levels of responsibility and authority.

  • Knowledge of theories and practices of repair and maintenance of transit vehicles, including engines, parts, components, and electrical systems of diesel, gasoline, and alternative fuel vehicles. 

  • Knowledge of accident investigation procedures and practices

  • Knowledge of safe and proper use of tools and equipment as well as applicable local, state, and federal laws, rules, and regulations governing maintenance, repair, and procurement of public transit vehicles.

  • Knowledge of project planning and budgeting techniques as well as principles of supervision.

  • Skill in planning, organizing, and monitoring work of a fleet/equipment maintenance work unit including interacting professionally with various employees and representatives. 

  • Skill in reading and understanding electrical, pneumatic, hydraulic, or other schematics.

  • Skill in Maintenance and Material Management programand/or Enterprise Asset Management terminals and diagnostic equipment

  • Strong written and oral communication skills, including knowledge of the structure and content of the English language such as the meaning and spelling of words, rules of composition and grammarSuperior writing and proof-reading skills.  

  • Intermediate to advanced proficiency in computer software programs, particularly the Microsoft Office Suite.  Experience with Enterprise Asset Management, such as Trapeze EAM, is a plus.

Ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions, work with office equipment, and periodic lifting of equipment up to 50 pounds is required.  Ability to hear, see and to communicate verbally in the English language to exchange information.  Ability to physically travel between District locations and other destinations, work in evenings or overnight when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain. The incumbent in this position will be exposed to a high noise environment that includes moving machinery and/or vehiclesMay be subject to fumes, odors, dusts, gases, chemicalshazardous materials, and electrical hazards.  Ability to walk, climb, balance, bend, carry, push, reach, sit, stoop, stand and stand for long periods of time. Incumbents in this position must have good distance vision and/or depth perception to judge distances and color recognition (e.g. distinguishing wires, resistors, light signals etc.). Position requires extensive safety training and/or use of protective devices and personal protective gear. 

Machines / Tools / Equipment

  • Ability to operate a personal computer and Microsoft Office Suite programs.

  • Ability to use a two-way radio

  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
