Business Lead
Artemis is seeking a full-time Business Lead to support the Veteran and Family Member Program at the Department of Veterans Affairs. This individual will be responsible for leading modernization efforts, connecting VFMP operational stakeholders with technical delivery teams. This role leads business requirements gathering, develops business rules that drive automation and efficiency across VFMP operations (intake, applications, claims, appeals, duty to assist, care coordination, benefits coordination, pharmacy, and nursing review), and provides project management support for the Data Integration Project delivering an integrated data layer for reporting and business rule decisions.
The Business Lead role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in business analysis and project delivery for healthcare operations and modernization programs. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.
This is a contingent hire position.
Offers will be contingent upon client approval, ability to meet security requirements, and the ability to adhere to any on-site requirements (which may change at contract award).
Remote work is anticipated. However, occasional travel for client engagements may be required.
Primary Responsibilities
- Serve as the primary liaison between VFMP business stakeholders and delivery teams across intake, applications, claims, appeals, duty to assist, care coordination, benefits coordination, pharmacy, and nursing review operations.
- Facilitate business requirement gathering and coordination sessions between stakeholders, publishing meeting notes no later than three business days after meetings and storing them in the project Document Repository.
- Develop business rules and requirements for front-end data extraction from intake systems (mail, online, fax) and ingestion of extracted data into downstream systems of record to support automation.
- Develop and implement business rules that reduce manual effort and drive efficiency and effectiveness across IVC business processes.
- Lead development of Business/Workforce Optimization Plans and Recommendations, and support implementation of plans accepted by VFMP, including associated workforce efficiency tools.
- Provide project management support for the Data Integration Project, including development of the Project Management Plan and coordination of a team of data engineers and analysts.
- Translate business requirements into detailed functional requirements for technical teams, including Business Requirements Documents, process flows, and use cases/stories.
- Monitor delivery within scope, schedule, and budget; identify risks and issues; and support Monthly Status Reports and quarterly progress reporting.
Minimum Qualifications
- 4 years of experience managing projects or leading business delivery for a large corporation or government agency, preferably in a healthcare organization.
- Bachelor’s degree in a related field.
- Project Management Professional (PMP) certification or similar in quality.
- Demonstrated experience facilitating stakeholder requirements sessions and developing business requirements, business rules, and process documentation.
- Experience supporting data, automation, or systems modernization initiatives, preferably involving claims, eligibility, or healthcare operations.
- Strategic thinker with a forward-looking approach to marketing trends and technologies.
- Strong problem-solving skills and the ability to think critically.
- Ability to manage competing deadlines.
- Experience supporting complex projects and transformation efforts within the federal government.
- Comfortability with supporting complex client relationships.
- Ability to obtain and maintain a public trust clearance.
- Legal authorization to work in the U.S.
