Description

The Deputy Director is a key member of the Battle Creek Housing Commission's leadership team and works closely with the Chief Executive Officer (CEO) to oversee daily operations, support staff, and advance agency goals. This position offers a unique opportunity to help shape the future of affordable housing in Battle Creek through leadership of housing operations, property management, compliance, and redevelopment initiatives.
The Battle Creek Housing Commission (BCHC) provides quality affordable housing opportunities for individuals and families throughout the Battle Creek community. BCHC administers approximately 600 Housing Choice Vouchers, owns and manages 320 RAD-assisted housing units, and provides management services for additional multifamily housing communities.

BCHC is a growing organization committed to excellent customer service, responsible stewardship of public resources, and the preservation and expansion of affordable housing opportunities. In addition to its housing operations, BCHC is actively involved in redevelopment and community investment initiatives that strengthen neighborhoods and improve quality of life for residents.

The Deputy Director provides leadership and oversight for day-to-day operations, supervises key staff, monitors program and property performance, supports regulatory compliance, and assists with agency planning and reporting activities. The position directly supervises five Asset Managers and serves as a resource and partner to staff across the organization.

In the absence of the CEO, the Deputy Director assists with coordinating agency operations and supporting staff to ensure continuity of services and day-to-day operations.

Compensation and Benefits
The salary compensation package includes participation in the Michigan Employees' Retirement System (MERS), Blue Cross Blue Shield of Michigan health and dental insurance, life and disability insurance, paid holidays, vacation leave, and other available employee benefits.

Salary Range: $72,000 - $88,500 annually, with placement within the range determined by experience and qualifications.

Operations Administration
  • Assist the Chief Executive Officer in the administration and oversight of BCHC operations and programs.
  • Coordinate daily operational activities to ensure efficient program performance and service delivery.
  • Implement agency policies, procedures, and operational initiatives.
  • Identify opportunities to improve efficiency, effectiveness, and customer service.
  • Monitor organizational performance and recommend operational improvements.
  • Assist with special projects and agency initiatives as assigned.
Program Oversight and Compliance
  • Monitor operations of BCHC's Housing Choice Voucher Program and RAD housing portfolio.
  • Support compliance with HUD regulations, agency policies, and applicable federal, state, and local requirements.
  • Review program performance indicators and assist in implementing corrective actions when necessary.
  • Assist with preparation for audits, monitoring reviews, inspections, and compliance assessments.
  • Assist with maintaining required HUD records, reports, and documentation.
  • Support implementation and administration of BCHC's Administrative Plan and related policies.
Supervisory Responsibilities
  • Directly supervise five Asset Managers responsible for housing program and property operations.
  • Provide management oversight and support to Georgetown Estates office staff, including the Property Manager and Leasing Agent.
  • Assign and review work, establish priorities, and provide guidance to staff.
  • Conduct performance evaluations and support employee development.
  • Promote accountability, teamwork, professionalism, and customer service.
  • Assist in hiring, onboarding, training, and disciplinary activities as needed.
  • Support consistent implementation of agency policies and procedures.
Asset Management and Property Operations
  • Monitor operational performance of BCHC-owned and managed housing communities, including Georgetown Estates.
  • Provide oversight of property management, leasing activities, occupancy goals, resident retention efforts, and customer service standards.
  • Monitor leasing performance and occupancy trends to ensure properties are operating in accordance with agency objectives.
  • Review property and program reports to identify operational issues, risks, and opportunities for improvement.
  • Support Asset Managers and property management staff in resolving operational challenges and resident concerns.
  • Monitor rent collection, annual and interim recertifications, inspections, unit turnover performance, and compliance activities.
  • Coordinate with property management staff regarding maintenance coordination, resident relations, and overall property operations.
  • Assist in developing strategies to maintain financially sustainable, well-managed, and attractive housing communities.
  • Ensure property operations support BCHC's broader mission, redevelopment objectives, and resident service goals.
Planning, Reporting, and Administrative Functions
  • Provide data, analysis and recommendations to support preparation of BCHC's Annual Plan and Five-Year Plan.
  • Assist with preparation of reports for the Board of Commissioners.
  • Compile operational data and prepare reports for management review.
  • Support budget preparation and annual planning activities.
  • Maintain records and documentation required by HUD and other regulatory agencies.
  • Assist with tracking agency goals and performance measures.
Redevelopment & Community Engagement
  • Support redevelopment, preservation, and other special agency initiatives.
  • Participate in meetings with development partners, consultants, contractors, and stakeholders as assigned.
  • Coordinate resident communication and operational planning related to redevelopment activities.
  • Represent BCHC at meetings, training events, and community functions as assigned.
  • Build positive relationships with residents, community partners, service providers, and local officials.
  • Associate's Degree in Business Administration, Public Administration, Housing Management, Finance, Community Development, or a related field; Bachelor's Degree preferred.
  • Equivalent combination of education and relevant experience may be considered.
  • Three (3) years of progressively responsible experience in affordable housing, property management, Housing Choice Voucher administration, public administration, community development, or a related field.
  • Supervisory or team leadership experience preferred.
  • Working knowledge of HUD housing programs, affordable housing operations, or property management practices.
  • Strong organizational, communication, and problem-solving skills.
  • Proficiency in Microsoft Office applications and standard business software.
  • Valid Michigan Driver's License.
Preferred Qualifications
  • Experience with Housing Choice Voucher programs.
  • Experience with Public Housing, RAD, Project-Based Voucher, or other affordable housing programs.
  • Experience with HUD reporting, compliance reviews, inspections, or audits.
  • Affordable housing industry certifications.
  • Experience supervising multiple programs, properties, or staff.
  • Experience working with boards, government agencies, residents, and community stakeholders.

  • Ability to inspect housing units, common areas, and project sites.
  • Ability to occasionally lift and carry materials weighing up to 25 pounds.
