Description

The Compliance Officer I is responsible for inspections and evaluations.  Performs inspections of structural and nonstructural components of buildings, equipment and systems during new construction, addition, remodeling, or improvements to ensure compliance with codes and standards adopted by Miami County.  
  • The Building Compliance Office I is focused on building inspections and code enforcement. 
  • The Environmental Compliance Officer I is focused on onsite wastewater design and inspections, code enforcement, and sewer district operations.
Duties and Responsibilities:
Inspections:
  • Performs inspections of structural and nonstructural components of buildings for code compliance.
  • Performs inspections of electrical, plumbing, mechanical and HVAC systems of buildings for code compliance.
  • Performs inspections of fire protection and alarm systems of buildings for code compliance.
  • Performs inspections of new and existing on-site wastewater systems for code compliance.
  • Conducts site and soil evaluations.
  • Assist the sewer plant operator in day-to-day sewer plant operations.
Plan Review:
  • Review of applications related to building permits, wastewater permits, water well construction, and contractor licenses.
  • Review plans and documents for residential and accessory use buildings to determine compliance with the applicable codes and regulations prior to permits being issued or for plan modifications during construction.
  • Review of onsite wastewater system designs to determine compliance with the applicable codes and regulations.
Code Enforcement and Compliance:
  • Responds to and investigates complaints related to building code, zoning, wastewater, property maintenance, dangerous building violations.
  • Prepare letters and notices as required.
  • Compile evidence and documents and prepare legal documents to enforce violations in a court of law.
  • Appear and testify in public hearings and court proceedings.
•Stays current on KDHE Bulletin 4-2, EPA manuals and the Kansas Environmental Health Handbook.
•Along with the Director, facilitate yearly continuing education class for Miami County Licensed Wastewater Installation Contractors and Designers. 
•Assists the Director of Code Services in contacting the proper entity in emergency situations, such as oil spills or hazardous waste spills.
 Sewer District Operations:
•Operates and maintains wastewater treatment facilities in accordance with all requirements of the National Pollutant Discharge Elimination Systems permit.
•Assist the sewer plant operator with collection of samples for lab analysis.
•Marks the counties sewer lines when notified by One Call Services.
•Trouble shoots and aids in the repairs for the collection systems of the wastewater treatment plants.
•Schedules with outside contractors for maintenance to the wastewater treatment plants.
•Schedules pumper truck service for the delivery of sludge to sewer plant.
Customer Service:
  • Assist department staff accepting applications, issuing permits, and answering questions.
  • Communicates orally and in writing with property owners, contractors, design professionals and others on matters related to permit applications and inspections.
  • Generates reports and correspondence to notify permit holders of expiration of permits and temporary certificates of occupancies.
Other Duties:
  • Schedules regular maintenance and maintains County vehicle.
  • Other duties as assigned.
Position Requirements:
  • High School Diploma or equivalent required.  Bachelor’s degree or equivalent from a four-year university with a degree in architecture, engineering, construction science, construction management or similar major area of study preferred; plus 3 years’ experience in a construction trade or related experience generally preferred.
  • Valid driver’s license required.
  • ICC B1 Residential Building Inspector; E1 Residential Electrical Inspector; M1 Residential Mechanical Inspector; P1 Residential Plumbing Inspector Certifications required within two years of employment.
  • Kansas Small System Operator Certification required within two years of employment.
  • Class I Wastewater Certificate preferred. Certificate required for pay grade advancement as noted in Miami County position classification and pay scale.
  • Must be able to safely navigate construction sites and uneven terrain.
Knowledge:
  • Computer software programs and applications such as MS Office.
  • County and/or city government administration.
  • Construction materials, methods, and practices.
Skills:
  • Excellent customer service skills with the ability to interact in a positive and professional manner to develop and maintain strong working relationships with co-workers, management, and general public.
  • Excellent written and verbal communication skills with the ability to clearly communicate goals, interests, and positions during discussions.

  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to read and interpret construction drawings, details, specifications, and maps.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Must be able to analyze many variables and choose the most effective course of action for the organization at any given point in time.
  • Ability to operate computer programs/software/platforms used to perform job duties for the county.
  • Ability to use basic office equipment.
  • Ability to maintain confidentiality.
