Position Summary

The Enterprise Physical Operations, Infrastructure, Capital Programs & Real Estate (EPO) department at WashU provides integrated operational, infrastructure, planning, and facility services that support the university’s mission of excellence in education, research, patient care, and community engagement.

EPO manages and supports 28 million gross square feet across 235+ buildings and associated infrastructure systems, encompassing academic, research, clinical, residential, administrative, and support facilities across the university’s campuses and operations. Our teams provide strategic leadership and operational expertise in facility management, infrastructure services, capital project delivery, real estate operations, planning, sustainability, engineering, maintenance, environmental services, public safety support, and enterprise operational services.

Leads development and advancement of the university's integrated capital renewal, deferred maintenance reduction, infrastructure reinvestment, and long-range facility stewardship strategy across academic, research, clinical, administrative, residential, and support portfolios. Serves as an enterprise integrator among Capital Programs, Physical Planning, Facilities Engineering, and Utilities & Critical Facilities to align investments with operational reliability, infrastructure resilience, regulatory compliance, sustainability, financial stewardship, and long-term institutional priorities. Develops a data-informed, risk-based renewal planning framework incorporating facility condition assessments, asset lifecycle forecasting, infrastructure reliability, capital forecasting, business continuity, space utilization, utility resilience, operational readiness, and institutional planning.

Job Description

Primary Duties & Responsibilities:

  • Lead development and implementation of the enterprise capital renewal and infrastructure reinvestment strategy; develop multi-year renewal, modernization, and deferred maintenance reduction plans; establish lifecycle- and condition-based reinvestment plans; integrate renewal planning into 5-year and 10-year capital planning; balance preservation, modernization, reliability, affordability, and long-term asset performance.
  • Oversee facility condition and infrastructure assessments; develop building investment summaries and risk-based prioritization methods; coordinate identification and prioritization of mechanical, electrical, plumbing, utility, life-safety, vertical transportation, envelope, research, emergency power, and other critical system needs; establish asset stewardship and repair-versus-replacement methodologies.
  • Develop renewal forecasts, backlog analyses, funding recommendations, investment benchmarks, capital affordability models, and deferred maintenance reduction strategies; evaluate lifecycle costs, operational risks, total cost of ownership, and reinvestment alternatives; prepare executive summaries, investment analyses, portfolio reports, and capital planning recommendations.
  • Support enterprise planning and governance frameworks; integrate renewal planning with campus master planning, infrastructure planning, operational readiness, and project delivery; participate in institutional capital planning committees and review groups; develop standards, policies, investment frameworks, and stewardship guidelines.
  • Partner with Utilities & Critical Facilities leadership on reliability, resilience, redundancy, modernization, and long-range planning for chilled water, steam, electrical distribution, emergency power, water, telecommunications, and other critical utility systems; coordinate renewal planning with operations and maintenance to reduce disruption and enterprise risk.
  • Support integration and optimization of Archibus, PMWeb, FCA systems, GIS, Workday, and related technologies; develop executive dashboards, portfolio analytics, infrastructure risk reporting, renewal investment summaries, facility condition metrics, lifecycle forecasts, and deferred maintenance reporting; improve reporting workflows and data governance.
  • Engage schools, departments, faculty, operations leaders, finance teams, clinical and research stakeholders, and administrative partners; facilitate planning and prioritization discussions; translate technical information into business, operational, and financial considerations; build relationships, develop business cases, mentor staff, and lead through influence in a matrixed environment.
  • Integrate sustainability, energy efficiency, resilience, carbon reduction, climate adaptation, emergency preparedness, and continuity-of-operations goals into renewal planning; support compliance with codes, accessibility requirements, environmental regulations, and institutional standards.
  • Perform other duties as assigned.

  • Familiarity with Archibus, PMWeb, Workday, FCA systems, GIS platforms, or comparable technologies.
  • Knowledge of sustainability frameworks, infrastructure resilience planning, enterprise risk management, and integrated planning and governance models.

Salary Range

$65,900.00 - $112,700.00 / Annually

The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
