Parsons is seeking a Deputy Project Director / Associate Director to support the Project Director in the successful delivery of the Site Supervision Consultancy Services for a luxury hospitality and entertainment development in Qatar. The development is a state-of-the-art entertainment hub, set to attract millions of visitors annually with its immersive experiences and diverse attractions.
The Deputy Project Director will oversee the day-to-day management and coordination of construction supervision activities across the Theme Park, Entertainment, Retail, Hospitality, Residential, and associated development packages. The role will ensure effective supervision of construction works, contract administration, quality assurance, HSE compliance, testing & commissioning, and handover activities while maintaining close coordination between the Client, Contractor, designers, operators, authorities, and other project stakeholders.
Working closely with the Project Director, the Deputy Project Director will lead multidisciplinary site supervision teams and support the achievement of the Client's objectives related to quality, schedule, safety, contractual compliance, and successful project delivery.
SPECIFIC RESPONSIBILITIES:
Support the Project Director in managing the overall delivery of the Site Supervision Consultancy Services.
Lead the day-to-day supervision and coordination of the Theme Park, Entertainment, Hospitality, Retail, Residential, and associated development packages.
Manage multidisciplinary site supervision teams, including Resident Engineers, discipline engineers, inspectors, and specialist consultants.
Coordinate construction activities with the Contractor, designers, specialist suppliers, operators, utility providers, and statutory authorities.
Monitor construction progress, contractor performance, quality, HSE compliance, and contract obligations across all assigned work packages.
Coordinate the review of shop drawings, material submittals, method statements, RFIs, inspection requests, technical queries, and other construction submissions.
Oversee construction inspections, testing & commissioning activities, authority inspections, snagging, de-snagging, and handover processes.
Support contract administration activities, including site instructions, variations, payment certifications, contractual correspondence, and claims evaluation.
Coordinate project reporting, construction progress updates, executive dashboards, action tracking, and issue resolution.
Monitor NCRs, quality observations, corrective actions, and contractor compliance with approved quality management procedures.
Support the implementation of project quality management, HSE requirements, risk management, document control, and construction supervision procedures.
Assist the Project Director in resolving technical, contractual, commercial, construction, and stakeholder issues.
Act on behalf of the Project Director during periods of absence, as delegated.
EDUCATION & SPECIFIC ROLE REQUIREMENTS:
Bachelor's Degree in Engineering, Architecture, Construction Management, Theme Park Engineering, or related discipline.
Professional certification (PMP or equivalent) preferred.
Minimum 15 years of experience in Construction Supervision, Resident Engineering, Construction Management, or Project Management.
Demonstrated experience delivering major theme parks, entertainment destinations, integrated resorts, luxury hospitality developments, or mixed-use projects.
Experience coordinating multidisciplinary construction supervision teams throughout the construction lifecycle.
Experience with complex attractions, themed environments, specialist ride systems, or destination entertainment projects is highly desirable.
Experience in contract administration under FIDIC or similar forms of contract is preferred.
GCC experience is preferred.
SKILLS/COMPETENCIES:
Comprehensive knowledge of construction supervision, contract administration, and site delivery for theme parks, entertainment, hospitality, and mixed-use developments.
Strong understanding of construction methodologies, quality assurance, HSE requirements, testing & commissioning, handover, and Defects Liability Period activities.
Extensive knowledge of multidisciplinary coordination involving contractors, designers, specialist attraction vendors, operators, authorities, and utility providers.
Strong understanding of construction planning, contractor performance monitoring, quality management, risk management, construction sequencing, and project reporting.
Proven ability to coordinate multiple construction work packages while maintaining compliance with contractual requirements, project schedules, quality standards, and safety objectives.
Excellent leadership, communication, coordination, and stakeholder management skills across multidisciplinary construction teams.
Strong analytical and problem-solving capabilities with the ability to proactively resolve technical, construction, contractual, and interface challenges.
Ability to perform effectively within large, fast-paced construction environments while supporting the successful delivery of the Project through testing & commissioning, handover, and Defects Liability Period.
