This is a full-time position providing operational mission support.  This position is supporting Amentum on a contract for the US Department of Defense and based in Japan, primarily at a customer location aboard MCAS Iwakuni in support of a Base Operations & Support contract with the Department of Defense (DoD)/Navy-Marine Corps.

Working Environment: Non-Status of Forces Agreement (SOFA) assignment (SOFA dependents maintain their status).  Constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.

Work Schedule: This position works at least eight hours per day, five days per week minimum.  Traditional in-person attendance expectations (non-hybrid).  Position requires the responsibility to be available and responsive to emergent items, via Company provided phone, after hours and support to the on-call staff 24/7 while not on a PTO (Paid Time Off) status.

Position Responsibilities:

  • Safe and efficient operation and maintenance of the Wastewater Utility which consists of two activated sludge Wastewater Treatment Plants, Collection System, and Industrial Wastewater Treatment Plants. The Utility must be operational 24 hours per day 365 days per year.
  • Lead and oversee the staff responsibility for work areas and management of tools, equipment, and spare parts for the wastewater treatment plants.  Participating in that effort as required to assist in the cleanliness, repair and maintenance of related wastewater treatment facilities, buildings and areas.
  • Oversee the collection of wastewater samples, lab testing and analysis, recording data for regulatory reports and adjusting chemical feed rates accordingly with operators of chemical feed systems and monitoring storage tank levels throughout both facilities.
  • Interprets system operation readings and make recommendations for needed corrective actions, informing O&M, Operations and Program Management when necessary to alleviate any disruptions to the normal operational expectations of the facilities.
  • Growing in depth knowledge of the specific Annex/PWS criteria and awareness of other cross-content items of other contract areas that pertain to the Utility or effect on performance.
  • Interface as the Leader of the multi-national team and with Subcontractors and PARs for technical interpretations during meetings and audits at the job site.
  • Engagements in meeting and discussion environments of all types to include email, in-person, phone or Teams / conference calls with US Government staff, USG Contractors, Corporate and Site Management team.
  • Review all applicable areas of ROMs, SOWs, received RFPs etc. with the preparation of inspection templates / checklists based on contract and project requirements
  • Periodically conduct inspections on corrective actions and/or preventive measures and verify completion and compliance with the contractual requirements and/or project specifications, submitting reports associated with the Quality Management System.
  • Responsible for scheduling necessary personnel to facilitate repairs on priority and emergency trouble calls occurring outside of normal working hours, on weekends, or holidays.
  • Ensure optimal use of resources in achieving Company and Program goals
  • During emergencies and natural disasters, oversees the flow of information and reports, coordinates actions when necessary, and ensure response plans are followed.
  • Perform related duties which also include general administrative tasks such as meeting minutes, preparation and presentation of data and navigation from system of record data sources.
  • Review of Deliverables associated with the assigned Annex areas and related functions.
  • All other duties as assigned.

Minimum Acceptable Experience and Qualification Levels:

  • Four (4) years’ experience in facility operations and maintenance services
  • Preference to experience working in an Activated Sludge Wastewater Treatment Plant and/or municipal water or wastewater treatment systems
  • Knowledge of the techniques, equipment, materials and regulations used in the maintenance and repair of wastewater treatment equipment and systems

Expected Skills and Competencies:

  • Proficiency in Microsoft Office to include Outlook, Word, Excel, PowerPoint (note: experience will be expected to be demonstrated or explained during the interview process)
  • Must be comfortable typing, presenting, briefing and performing in a meeting environment
  • Analysis of data, and generate meaningful reports from Microsoft Office applications or Maximo
  • Possesses and demonstrates a positive focus on achieving outstanding customer satisfaction
  • Work well as part of a team and independently, handling issues with tact and diplomacy.
  • Good organizational, time management, and communication skills with the ability to exercise sound judgment and make independent decisions.
  • Ability to motivate and guide a diverse team through consistent coaching and performance management to ensure individual and collective goals are met in a cross-cultural environment.

Education:

  • High school diploma or GED required at a minimum.

Language Requirements:

  • Primary communication is in English
  • Must have oral and written communication skills sufficient to effectively communicate with employees, management, and the client.
  • Will be expected to perform in an environment where English and Japanese are spoken and may require interpretation or translation using smart-phone type app

Other Requirements:

  • SOFA Dependents are required to obtain the approved “REQUEST TO ENGAGE IN COMMERCIAL ACTIVITIES OR PRIVATE EMPLOYMENT IN JAPAN” as per IIIMEF/MCIPAC MCBBO 5300.3 via Staff Judge Advocate at Marine Corps Air Station Iwakuni, Japan for DBIDS processing as a Contractor
  • Candidate must possess a valid passport of home country with a minimum of 12 months remaining to expiration date, if not currently a resident of Japan
  • Applicants in-country must hold their own visa sponsorship or residency if not an internal applicant.
  • With Company assistance, applicant will be required to apply and be accepted for a DBIDS enrollment and identification issuance prior to employment for first workday, which will be categorized as “Foreign Gov Contr”; SOFA dependents will be required to hold Contractor Identification IAW Installation Access Control MCASO prior to employment for first workday.  Contractor identification is a requirement of employment and continuance of employment.
  • Position requires the applicant to drive in the performance of work duties.  Applicant must be able to obtain (if on IDP) and maintain a Japanese Driver License, within 90 days of hire, or SOFA license and be able to operate a Company provided motor vehicle on MCAS Iwakuni.  Applicant must be able and willing to operate motor vehicle on Japanese roads as job duties require.  Vehicle operators will be subject to Japanese and US Military traffic citation point system. 
  • Transportation is not provided to locally hired personnel for the purpose of commuting to and from the workplace.  Non-locally hired are expected to obtain and maintain the legal ability to operate a Company provided vehicle both on and off the installation for the purpose of commute and/or on-site transportation.  Those unable to obtain and maintain the legal means to operate a motor vehicle in Japan or aboard the installation will be responsible for their own transportation for all purposes.
  • All vehicle assignments, if applicable, are based on vehicle availability, position, work assignment and where the primary operator may live. Ride sharing on and off base to residences is applicable within the local area as may be necessary.
