Description
Armand Corporation is seeking an experienced Construction Manager to support Amtrak and the Hudson Tunnel Project. The Construction Manager will provide field leadership and construction management oversight to ensure work is executed safely, efficiently, and in accordance with contract documents, project schedules, quality requirements, environmental regulations, and applicable project management plans.
Reporting to the Deputy Construction Manager and Senior Project Executive, the successful candidate will oversee day-to-day field execution, monitor contractor performance, coordinate construction activities, identify and resolve field issues, and support the successful completion and handover of assigned work. The role requires a seasoned construction professional capable of operating effectively within a complex, multi-stakeholder transportation infrastructure environment.
The ideal candidate will bring significant experience managing major heavy civil, rail, transit, tunnel, or transportation construction projects, along with strong leadership, contractor-management, safety, quality, scheduling, and stakeholder-coordination skills.
Working Conditions
The Construction Manager will split time between field locations along the Hudson Tunnel corridor and GDC/Delivery Partner offices in New York and New Jersey. Regular site presence is required, with adherence to all safety protocols and use of personal protective equipment (PPE). Occasional travel to stakeholder meetings and community outreach events will be necessary.
Key Responsibilities:
- Supervise day-to-day construction operations on site, ensuring contractor compliance with the HTP Construction Management Plan and all Project Contract documents.
- Coordinate and verify updates to construction drawings, specifications, submittals, RFIs, and Nonconformance Reports (NCRs).
- Implement and enforce site safety and security requirements:
- Review and audit contractor safety and security plans for alignment with the SSMP
- Lead incident response, investigations, and follow-up corrective actions
- Facilitate safety training, toolbox talks, and site inspections
- Execute quality assurance and quality control processes:
- Conduct QA/QC audits and track non-conformances through corrective action plans
- Oversee testing and inspection activities, maintain up-to-date testing logs
- Coordinate materials testing with independent labs and review results
- Support environmental control measures:
- Review Construction Environmental Control Plans (CECPs) for compliance
- Monitor hazardous and special waste manifests and soil reuse plans
- Ensure implementation of erosion, dust, noise, and vibration controls
- Manage commissioning and activation tasks:
- Coordinate development and execution of testing and commissioning plans
- Support rail activation planning in coordination with Amtrak and GDC’s CTO
- Facilitate interface management:
- Liaise with Interface Manager and Engineer of Record to resolve package interfaces
- Attend coordination meetings and report on interface status and risks
- Leverage BIM technologies:
- Oversee creation and maintenance of a fully integrated 3D model
- Ensure clash detection, model updates, and information transfer to field teams
- Lead project close-out efforts:
- Track punch-list items, manage final inspections, and secure completion certificates
- Oversee contract close-out documentation and warranty handovers
- Prepare and deliver field management reports:
- Daily site logs and inspection checklists
- Weekly progress updates highlighting schedule, safety, quality, and environmental metrics
- Monthly summary reports with trends, issues, and mitigation recommendations
- Bachelor’s degree in Civil Engineering, Construction Management, or related discipline.
- Minimum of 10 years of construction management experience on large-scale infrastructure or rail projects, with at least 5 years in tunneling or underground works.
- Demonstrated knowledge of federal and state regulatory frameworks, including NEPA, FTA, FRA, OSHA, and Buy America requirements.
- Proven track record implementing construction management plans, SSMPs, and QMPs in complex, multi-contract environments.
- Strong leadership and team management in field settings.
- Proficiency in schedule and cost control software (e.g., Primavera P6, MS Project).
- Expertise in BIM tools (Revit, Navisworks) for clash detection and constructability reviews.
- Exceptional problem-solving: rapid assessment of field challenges and development of mitigation plans.
- Clear, concise report writing and stakeholder communication.
- Professional Engineer (PE) license or Certified Construction Manager (CCM) preferred.
- Project Management Professional (PMP) certification desirable.
- OSHA 30-Hour Construction Safety Certification or equivalent
