Role Summary:

The Low Carbon Contracts Company (LCCC) is a private limited company wholly owned by the Secretary of State for Energy Security and Net Zero. We play a key role in the transformation of the UK’s electricity system by ensuring future supply is secure, low-carbon, and affordable as the UK progresses towards Net Zero 2050. We are the counterparty to the Contracts for Difference (CfD). The CfD is a scheme through which low-carbon generation is supported to compete with conventional fossil fuel generation. The CfD Scheme currently has over 500 CfD Agreements, spanning different technologies such as offshore wind, floating offshore wind, onshore wind, solar, tidal stream, geothermal, remote island wind, advanced conversion technology, and biomass conversion.  
 
At LCCC, we further support the Government’s net zero ambitions through the development of contractual mechanisms that make First of a Kind (FOAK) projects investable, attracting billions of pounds of investments. We are the counterparty to contracts for Hydrogen, Carbon Capture, Utilisation & Storage (CCUS), and Nuclear schemes, and will be the counterparty to a growing range of other new and bespoke schemes such as, Greenhouse Gas Removal (GGR), Sustainable Aviation Fuel (SAF), and other government-mandated programmes. We are responsible for ensuring these schemes are constructed and operated as intended, preserving value for money for government and consumers, whilst maintaining investors’ confidence.  
 
We exist to help decarbonise the generation of electricity and make it more affordable for the future. Our work is central to the delivery of the Government’s objective to achieve Net Zero target by 2050. 
 
Senior Contract Managers are responsible for the day-to-day relationship and contract management of their assigned portfolio of contracts. They take a leading role in the resolution of complex contractual and commercial issues, drawing on their experience to provide guidance to less experienced colleagues, and supporting the development of contract management capability through coaching, mentoring and where applicable, line management responsibilities. Given that LCCC is a not-for-profit organisation, this is not a typical contract or commercial management role. Performance is not measured against a bottom line, but instead by two guiding principles: to maintain investors’ confidence in the schemes and to minimise cost to consumers, whilst enabling the delivery of the projects.  
 
Under each individual contract we share common objectives with our counterparties, and based on the long-term nature of the contracts, relationship management is a significant part of the Senior Contract Manager’s role. Interaction with counterparties is frequent during the contract lifecycle (20+ years), and particularly during the initial 4-5 years, when projects are going through the development and construction phases. Senior Contract Managers often communicate with their respective counterparties on a weekly/fortnightly basis when they are close to achieving contractual milestones, and less frequently once the projects are in operation. Site visits to each project are also undertaken at least once a year and provide a unique opportunity to gain exposure to several leading-edge technologies implemented as part of the multimillion/billion GBP projects.   

The Senior Contract Managers also lead wider Scheme Delivery Team and LCCC initiatives, and regularly interface with both internal (Legal, Data & Analytics, Finance, etc.) and external (Ofgem, EMRS, DESNZ etc.) stakeholders.  


Key Responsibilities

  • Enabling the delivery of contracts, from signature into operations, so that the project delivers its low carbon energy (renewable power generation, hydrogen production, CCUS)
  • Day-to-day relationship and contract management of assigned contracts (circa 20 projects, ranging in value from c.£50m to £1bn) and associated workload and tasks, including site visits, communications and document management, and reporting  
  • Owning and managing all contractual processes and issues, including taking a leading role in the resolution of complex contractual matters, identifying and resolving potential disputes, and escalating emerging issues or suggested improvements when appropriate 
  • Applying judgement to the management of the contracts, based on LCCC’s overarching interpretation of the contract and in line with LCCC guidance
  • Working collaboratively with counterparties to satisfy contract requirements and project management to enable the commencement of payments under the respective contract 
  • Understanding the financial and technical analysis and being able to competently procure and manage external advisers to conduct this on LCCC’s behalf where necessary  
  • Providing analysis and advice in relation to existing and/or new schemes or other LCCC functions
  • Advising on contractual and relationship management matters and supporting the development of junior members of the team (Contract Managers and Assistant Contract Managers) through coaching, mentoring, and where applicable, line management of up to two direct reports


Skills Knowledge and Expertise

Essential
  • A self-starting technical / commercial contract manager with relevant commercial experience of the operational delivery of construction or energy projects.  
  • Operational contract management experience should include, contract:  
  1.  reviews  
  2.  negotiation  
  3.  change management and administration   
  4.  claim/dispute management and settlement  
  5.  technical knowledge of engineering in wind, solar, biomass, waste, tidal stream, hydrogen, CCUS or related / comparable technologies   
  • Demonstrable ability to maintain multiple stakeholder relationships and undertake stakeholder management.  
  • Experience of relevant legal, regulatory and contract management issues.  
  • Commercial acumen with experience of analysing and developing solutions to collaboratively solving complex commercial and contractual issues (multiple £m’s) whilst maintaining relationships.  
  • Excellent communication and influencing skills (verbal, written, presentation) enabling the clear explanation of complex commercial and contractual issues.  
Desirable  
  • Relevant experience in power generation, hydrogen, CCUS or the Energy Sector   
  • Good understanding of the current UK energy policy landscape and regulations, including power and renewables sectors, as well as of hydrogen and CCUS.   
  • Contracts for Difference (CfD) experience/knowledge   
  • Project finance transactional experience  
  • Proven project management experience  
  • Line management experience
