About us:

North Tarrant Infrastructure, LLC is one of the subsidiaries of the Ferrovial Group in the U.S. It is currently working on several projects in the U.S., including the North Tarrant Express (NTE) Projects (“NTE Projects”). The NTE Extension Project is a part of the NTE Projects, which consist of a series of major highway improvements to the critical I-820 and SH-121/183 corridor in North Tarrant County, Texas. The NTE Projects will relieve congestion, improve safety, and provide for anticipated traffic growth in one of the country’s fastest developing regions. The NTE First Project was a $1.451 billion design-build project consisting of rebuilding the existing main lanes as well as adding four toll-managed lanes, frontage roads and auxiliary lanes in the corridor between I-35 West and Industrial Boulevard. The NTE Extension Project is the next part of the NTE Projects. The construction of the original $984 million part of the project (Segment 3A) was completed by North Tarrant Infrastructure, LLC, and the current $580.5 million part (Segment 3C) of the NTE Extension Project is presently being carried out by North Tarrant Infrastructure, LLC.

Job Description:

Summary 

The position of Procurement Contract Specialist is responsible for preparing, coordinating and executing the purchasing programs and procedures for the project by using business concepts and contract management skills to obtain works, services and materials for the project.  This position will work with senior leadership of the project as well as major vendors to ensure program objectives are met and stay on schedule This position is responsible for ensuring the procurement, contract, vendor, request for proposal (RFP) processes, ensuring vendor compliance, insurance requirements, and maintaining procurement records are met. This role works closely with department managers and vendors to facilitate efficient procurement operations, ensure documentation accuracy, and support risk management initiatives. This position requires the ability to interact with staff (at all levels) in a fast-paced environment, while remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality. This position will also assist the Procurement Manager & department staff with the required reporting, researching and maintaining statistical data, as well as overseeing the procurement policy and procedures as required. 

 

Responsibilities 

 

  • Develop and maintain procurement plans that align with project timelines and organizational objectives  

  • Collaborate with department managers to define project specifications, scope, and milestones. 

  • Prepare RFPs by including scope of work, bill of quantities, schedule, draft contract, specifications and attachments collected from requesting departments, to verify the accuracy of all documents before presented to the market. 

  • Assists in creating & analyzing compliance reporting documents  

  • Execute the comprehensive procurement plan to define expectations, meet goals and align stakeholders. 

  • Analyze proposals and confirm needed elements such as expiration date, inclusions, exclusions, escalation price etc. 

  • Receive bids related to RFPs released to the market, evaluate the data for accuracy, create a comparative chart, prepare and perform a price analysis, and make final recommendations to procurement manager. 

  • Facilitate the creation, review and negotiation comments within each contract and its scope of work between the potential vendor, the requesting departments, legal and executive team to determine final decision. 

  • Create contractual documents using approved legal templates and organizational standards. 

  • Ensure contract documentation is complete, accurate, and compliant with applicable laws, regulations, and company policies. 

  • Negotiate with subs, vendors and suppliers to ensure the best price/value for the project. 

  • Create comparatives in the Insite system to assign accounts to vendors for payment. 

  • Complete account transfers between NTI  

  • Submit final approved draft of contract/change order and approved comparative for internal approvals. 

  • Perform responsibilities regarding the approved procurement procedures 

  • Analyze, with the related department, the need for a change order to an executed contract, when requested by the Subcontractor / Supplier or by the related department and perform quote comparison for materials/equipment when needed 

  • Suggest vendor/materials to better fit construction needs and production timeline. 

  • Ensures maintenance of appropriate documentation and records. 

  • Research market conditions and new products related to project current and future needs. 

  • Maintain current and accurate records of all procurement tasks status for company-wide review. 

  • Generate reports, NTI's subcontractor evaluation, NTI's contract summary report 

  • Review procurement activities for accuracy, completeness, and adherence to approved procurement plans. 

  • Implement approved corrective actions resulting from audit reviews. 

  • Other duties as assigned 

 

Minimum Requirements 

 

  • Bachelor of Science Degree in Business Administration, Procurement, Construction Management, or related field or equivalent. 

  • Minimum of three (3) years of experience in procurement, contract management, sourcing, project management, or experience of progressive responsibility in similar positions. 

  • Experience managing RFP processes and contract negotiations. 

  • Experience developing and administering procurement and contractual documentation. 

  • Proficient skills in Outlook, Microsoft Word, Excel, PowerPoint and Microsoft Project. 

  • Excellent written and verbal communication skills. 

  • Strong understanding of procurement principles, sourcing methodologies, and contract management practices. 

  • Knowledge of competitive bidding and supplier evaluation processes. 

  • Excellent project management, organization, and time management skills. 

  • Ability to pay close attention to detail, ensuring accuracy of work & complete tasks on time and follow department procedures  

  • Present solutions to manager for issues/problems & scope requiring through knowledge of department practices. 

  • Remain operationally focused and obtain knowledge of the organization to balance business priorities, individual team needs, manager’s style and company policy 

  • All other job-related duties as assigned.
