Facilities Planner

Description

Markon is seeking a Facilities Planner to support one of our Intelligence Community customers. This individual will assist senior government clients with long-term strategic planning for the Office of Facilities & Services, Planning and Construction (FAC-PAC) enterprise

Responsibilities

• Conduct technical review and implementation of facilities planning criteria, including Basic Facilities Requirements (BFRs), Facilities Operations Master Plan (FOMP)), and Real Property Strategic Plan (RPSP) 
• Prepare statements of work (SOWs) in coordination with Naval Facilities Engineering Command (NAVFAC) and the US Army Corps of Engineers (USACE) using supporting facility planning documents to set pricing and work expectations for vendors 
• Prepare and deliver briefings to large and diverse internal and external stakeholders on complex and/or controversial topics in a manner appropriate for the audience and consistent with polices, guidance and best management practices. 
• Analyze key information and evaluates the effectiveness of alternate solutions, courses of action and strategies to address complex and multi-faceted facilities issues 
• Develop Analyses of Alternatives (AOAs) required to support facilities planning and real property acquisition requirements 
• In coordination with the Project Management Team (PMT), participate in and provide professional input to the Facility Working Groups (FWGs) and Facility Engineering Review Boards (FERBs) in their review and assessment of proposed projects submitted by stakeholders 
• Provide support to and conduct research & development on related engineering activities, buildings, and facilities  
• Assist in the development & synchronization of various courses of action for agency senior leadership decision making  
• Recommend solutions to complex planning problems related to conflicting factors of facilities use, development proposals, socioeconomic effects, and environmental constraints 
• Prepare estimates for use in budgeting to execute planning, engineering, and design services 
• Coordinate planning actions making certain all installation stakeholders are involved 
• Prepare presentations, correspondence, technical reports, estimates, fact sheets, budgets, status reports, and schedules to complete assignments 
• Review and evaluate work performed under contracts for accuracy, for adequacy, for completeness, and for conformity with contract requirements, and makes suggestions designed to improve the product 
• Be prepared to support DD 1391 development for inclusion of major construction projects into various listed programs 
• Estimate space and facility requirements to support agency missions and goals, identifying deficiencies and overseeing the development of recommendations for the equitable allocation of available space 

Qualifications

• TS/SCI clearance with CI Polygraph 
• Bachelor’s degree +10 years of relevant experience 
• Experience with Military Construction (MILCON) programs 
• Proficiency with Microsoft Office (Word, Excel, PowerPoint, and Outlook) 
• Experience with Microsoft Project 
• Highly skilled in customer service and diverse stakeholder engagement 

Desired: 

• Architecture or Engineering degree 
• Project Management Professional (PMP) certification 
• Demonstrate experience and familiarity with DoD or Intelligence Community planning, programming, and budgeting system (PPBS) related to major construction (MILCON) 

Salary Range

USD $110,000.00 - USD $130,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
