Division of Youth Services - Education Central Office
About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.
About the Work Unit:
This work unit is responsible for delivering comprehensive educational services to adjudicated youth within a structured, supportive, and secure learning environment. The unit promotes high academic standards; the development of critical thinking, communication, collaboration, and other 21st-century competencies; vocational and workforce readiness; and individual accountability for learning. Educational services include the provision and oversight of special education, general education, career and technical education, and post-secondary programming to ensure alignment with state standards and individualized student needs.
The work unit provides professional consultation, guidance, and technical assistance to community-based programs and Division of Youth Services (DYS) facilities serving DYS youth. It establishes, coordinates, and sustains collaborative partnerships with internal and external stakeholders responsible for delivering, supplementing, evaluating, or monitoring educational services to ensure quality, compliance, and continuous improvement to support youth academic growthAbout the Position:
The Education Program Coordinator provides site-based instructional and data support as well as operational support to Division of Youth Services (DYS) schools. The position works with principals and school teams in implementing continuous improvement systems, monitoring student performance and engagement data, and ensuring fidelity to instructional and accreditation requirements by focusing on data collection and analysis processes. Assist in the onboarding new staff and training in processes, systems, and Cognia accreditation. The Education Support Coordinator will provide support with classroom feedback, data system review, and will serve as the onsite education supervisor /coordinator when there is not a Principal present to ensure continuity of instructional operations, adherence to safety practices, and implementation of education program expectations and data collection. The position collaborates with the Director of Continuous Improvement and Quality Assurance, the Executive Director of Education, and the Special Education Director to communicate site-level program performance and support improvement efforts and strategic goals.
Summary of Job Duties:
Data Processes and Reporting Coordination:
- Coordinates school-level data collection, documentation, and reporting processes aligned with the DYS continuous improvement framework, quality assurance standards, accreditation requirements, instructional expectations, and safety practices. Ensures fidelity to required data documentation practices related to student performance, learner engagement, school improvement planning, and assigned program monitoring. Attends meetings within the facility, other program areas, and as needed to support information and system coordination of information and data. Supports principals and school teams in maintaining accurate documentation and reporting processes and ensures required data reports are submitted to central office leadership. Data reporting documentation may include but is not limited to the following: multidisciplinary team meetings, student led conferences, youth center training and orientation, school development plan and team meeting notes, classroom observations both formal and informal, project-based learning units, QAYS standards compliance and action plan monitoring, and Smartsheet dashboard data collection. Supports the Principal in monthly and ongoing data collection by ensuring required processes are adhered to and dissemination of reports are sent to all required stakeholders. Ensures Cognia standards and requirements are integrated into ongoing data documentation and analysis. Prepares and communicates site-level program performance updates to the Executive Director of Education, Special Education Director, and Director of Continuous Improvement and Quality Assurance
- Conducts classroom observations and process observations alongside principal and independently, using established observation tools to document instructional practices, course alignment, and student engagement as well as system review. Provides feedback in coordination with principal to teachers to support process improvement, instructional improvement and student learning outcomes in alignment with individual goals and school focus areas. Monitors outcomes and information using required templates and processes to include student information system documentation. Models classroom instruction and behavioral responses as directed. Reviews unit plans, student work, student special plans, CTE and transition plans to determine how to assist with instruction priorities. Assists principals in identifying professional development needs and supports the design and delivery of training aligned with program priorities; conducts research on instruction and learning to guide professional development and data conversations and systems. Meets with education team members to provide training and ongoing feedback. Shares responsibility with the Principal for delivery of collective professional development for teachers.
Program Supervision & Guidance:
- Provides on-site guidance for the coordination of education program operations, instructional programming, partnering with facility-based roles, policy expectations and best practices for juvenile justice teaching and learning. Monitors and supports onboarding practices for new personnel in education. Ensures continuity of instructional programming, adherence to established schedules, and implementation of required instructional and safety practices across schools and programs and in the absence of a principal, will assume coordination of school daily program operations and staff supervision. Provides supervision of classroom practices to ensure teachers adhere to safety practices consistently and collaborates with site and education office to guide professional learning and coaching. Ensures the education team is provided monthly supervision and PMP documentation. Communicates program needs to education office leadership and the school and facility leadership. Prepares and communicates updates to the Executive Director of Education, Special Education Director, and Director of Continuous Improvement and Quality Assurance
- Collaborate with the Education Office team in the district processes, system design and implementation plans to support accreditation, quality assurance, data monitoring and analysis of progress toward goals and projects. Build division and site-based partnerships to benefit educational processes and programs. Provide data and information for required reporting.

Education & Experience:
- Bachelor's degree from an accredited institution in a field of study related to the work assignment.
- Two (2) years of professional experience in an occupational field related to the work assigned to the position preferably in special education teaching and/or administrative experience.
License:
- Current, valid Professional Teacher license issued by the Colorado Department of Education.

CDHS Selection Process Explanation
Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
