[What the role is]
You will join a dynamic project management team shaping and delivering quality public housing for Singapore. In this role, you will drive meaningful stakeholder engagement, develop and implement effective project strategies, and provide clear reporting across every phase of construction to keep projects progressing successfully.[What you will be working on]
Your responsibilities include:
1. Project Management (Construction)
Lead consultants and contractors to deliver projects successfully, including:
- Monitor the construction master programme and keep the project on schedule.
- Track critical milestones, deliverables and overall progress.
- Coordinate the readiness and approval of sample units.
- Oversee the completion of structural, mechanical and electrical (M&E) works, architectural finishes, lift installation and building services.
- Track regulatory clearances and support timely TOP and CSC applications.
- Coordinate pre-completion checks and preparations for handover inspections.
- Provide construction input during planning and design to manage timelines and address potential construction issues early.
2. Quality Management
- Support the project in achieving a good CONQUAS score.
- Conduct in-process audits to ensure that works follow approved method statements.
- Ensure that material and functional tests are completed and meet the required standards.
3. Contract Management
- Monitor project expenditure, manage design changes and obtain variation approvals promptly.
- Review and monitor extension-of-time claims and liquidated damages.
- Monitor progress payments.
- Review requests from external parties.
- Monitor compliance with contract administration requirements under the PSSCOC.
4. Safety and Environmental Management
- Review and monitor contractors’ safety and health management systems (SHMS) to maintain a safe work environment and support a zero-accident workplace.
- Monitor Earth Control Measures (ECM) system to prevent pollution of waterways and ensure compliance with PUB regulations.
- Monitor vector, noise and housekeeping controls to meet NEA requirements and maintain a safe site.
- Conduct site inspections covering safety and environmental requirements.
5. Coordination with Other HDB Groups
- Coordinate matters relating to the Optional Component Scheme (OCS) and completion programme.
- Coordinate precast components and safety, piling and structural audits.
- Work with relevant teams on social and commercial facilities, design issues, budget control and public communications.
6. Public Relations Management
- Manage public feedback, complaints, and requests or comments from Advisors.
[What we are looking for]
- Relevant knowledge or experience in architecture, civil or structural engineering, mechanical or electrical engineering.
- Professional registration with the Professional Engineers Board Singapore is an advantage for roles involving civil or structural engineering work.
- Ability to analyse and resolve technical and project-related issues.
- Clear written and verbal communication skills, with the ability to work effectively with different stakeholders.
- Willingness to learn and adapt to project needs.
- Relevant work experience is an advantage. Applicants with transferable skills are also welcome to apply.
The successful candidate will be appointed on a 1+1-year contract.
