ASR International is seeking an experienced Project Programmer to support the 50th Civil Engineer Squadron at Schriever SFB. This role programs FSRM, energy, NRG, MILCON, NAF, and ERCIP projects in accordance with AFCEC business rules, DAFIs, and UFCs, and documents work in NexGen IT and the Comprehensive Planning Platform (CPP).

Essential Duties

• Program up to 15 projects annually; update databases; determine execution method; and obtain project approval.
• Prepare DD Form 1391 packages and PACES-based parametric cost estimates with a written basis of estimate (typically within 3–4 weeks of assignment).
• Enter programming requirements in CPP for projects over $5M and support AFCEC Project Authorization Tool (PAT) submissions.
• Support the Work Order Review Board and weekly project information meetings with current data.
• Compile the annual Project Requirements List, advocacy slides, BCAMP/IPL updates, and project validations on AFCAMP timelines.
• Validate requirements with owners, engineers, shops, and stakeholders before programming.

Minimum Qualifications (per PWS)

• Bachelor’s degree in engineering or architecture AND at least 5 years as a facility design engineer or construction project manager; OR
• Minimum of 5 years of DoD/DoW project programming experience including development of programming documents (e.g., DD Form 1391).

Preferred Qualifications

• Experience with NexGen IT, AFCAMP business rules, PACES estimating, and CPP.
• Prior Air Force / Space Force Civil Engineer Squadron support.
• Strong written advocacy products and briefing skills.
