The U.S. government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.
Position Summary
The STRengthening Infectious Disease DEtection Systems (STRIDES) Cameroon Program Officer will support project implementation by providing administrative assistance and program management functions to ensure that the various aspects of the STRIDES Activity in Cameroon stay on schedule and within budget. The Program Officer collects, compiles, and analyzes information relevant to project activities; S/he provides administrative and project support, contributes to project-related communication and procurement, and may monitor project budgets. S/He implements strategic communication plans (developed with/by HQ) to promote STRIDES goals, manage visibility, and disseminate STRIDES impact to stakeholders, DOS, and the public in compliance with the Branding and Marking policies. Reporting to the STRIDES Cameroon Project Director, the Program Officer supports compliance-related documentation and tracking of deliverables, coordinates with the technical team, prepares presentations, and supports other related project objectives and deliverables.
Accountabilities:
1. Programmatic Management Support
Assist the STRIDES project management team in ensuring project needs and requirements are met.
Assists the STRIDES project management in the monitoring of the activities tracker to ensure project deadlines are being achieved.
Assists the STRIDES project management in updating budget versus actuals (BvA) monitoring tools.
Maintain and organize all program documentation, including TORs, service notes, activity reports, procurement tracking sheets as required in the SOW.
Support compilation of regular reports, updating project dashboards, and surveillance/laboratory performance summaries prepared by technical leads.
Maintains distribution list for project reports.
Sets up and maintains electronic and physical project files.
2. Operational Support Support
Collaborates with the procurement team:
to prepare requisitions, vendor documentation, inventory lists, and distribution records for the project supplies (lab supplies, reagents, PPE, and outbreak materials).
to finalize travel logistics for staff deployment to the field (tickets, hotel reservations, travel advances, and trip reports).
Supports events, trainings & workshops logistics by:
Organizing venues, catering, materials, printing, translation, and communication.
Preparing participant kits, attendance certificates, and equipment inventories.
3. Communication & Project Coordination
Assists the Country Project Director in the communication and advocacy strategies to increase in-country awareness of STRIDES goals and achievements.
Creates high-quality materials, including fact sheets, success stories, and multimedia content (photos/videos) to showcase STRIDES successes.
Provides the Global team with inputs to update social media channels, and to ensure accurate and consistent messaging.
Translates complex medical or scientific data into accessible, actionable health information for the public to prevent misinformation.
Facilitates information flow within the project team to ensure alignment and consistency, this includes draft official letters, memos, and meeting minutes for internal and external circulation.
Develop tools to assess the effectiveness of communication activities and prepare regular progress reports.
Applied Knowledge & Skills:
Basic knowledge of concepts, practices, and procedures with project design.
Strong oral and written communication skills.
Demonstrated proficiency with Microsoft Office suite software.
Ability to solve problems and recommend corrective action as needed.
Strong organizational skills and attention to detail needed to adhere to project deadlines.
Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
Must be able to read, write, and speak fluent English
Supervision Given/Received:
Receives general instructions on routine work, detailed instructions on new projects or assignments.
Uses independent judgment in determining workflow and priorities.
Reports to STRIDES Cameroon Project Director.
Education:
Bachelor's degree or its international equivalent in Civil Society, Communication and Law, Economic Development, Education, Administration, Public Health Administration, Research, Technology, and Youth or a related field.
Experience:
Typically requires a minimum of 4+ years of relevant experience supporting projects and/or a technical practice area (experience supporting programs in Global Health Security, One Health, surveillance or laboratory systems is an advantage).
Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
Prior experience using Microsoft Office Suite preferred.

Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 2.5 kg
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
Ability to travel 10% - 35%
The expected hiring salary range for this role is XAF 9,000,000 - 11,000,000 for annual gross salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
