General Description

The purpose of this class is to provide advanced functional and technical administration, analysis, configuration, and lifecycle support for the County’s Enterprise Resource Planning (ERP) environment, including human resources, financial management, procurement, payroll, and related integrations and business processes. The position serves as a subject matter expert for assigned ERP functional areas and is responsible for analyzing complex business requirements, designing and configuring system solutions, supporting integrations and reporting, and ensuring the effective operation and continuous improvement of the County’s ERP platform. The position works extensively with County business owners, Information Technology staff, and vendors and requires advanced knowledge of enterprise business processes and ERP functionality.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class.  Management may assign additional functions related to the type of work of the class as necessary.

  • Provides advanced functional and technical administration, configuration, support, maintenance, and troubleshooting for the County’s Workday environment and related systems.
  • Serves as a subject matter expert for assigned Workday functional areas, which may include Human Capital Management (HCM), Financial Management, Procurement, Payroll, reporting, security, integrations, and related business processes.
  • Partners with County departments to analyze business and operational requirements, evaluate existing processes, identify opportunities for improvement, and translate requirements into effective ERP solutions.
  • Configures and maintains Workday business processes, workflows, validations, condition rules, organizational structures, security, reference data, reporting, and other system functionality within assigned areas of responsibility.
  • Analyzes and resolves complex ERP application, configuration, business process, data, reporting, security, and integration issues; performs root-cause analysis and implements or recommends appropriate corrective actions.
  • Evaluates proposed ERP changes and enhancements for impacts to configuration, business processes, security, reporting, integrations, and data, and recommends appropriate solutions.
  • Manages assigned incidents, service requests, enhancements, and other ERP work through the departmental service management or ticketing system and completes work in accordance with established priorities and service level expectations.
  • Supports and troubleshoots integrations and data exchanges between Workday and other County or third-party systems and coordinates resolution with technical resources and vendors as necessary.
  • Leads functional activities associated with Workday releases, enhancements, and implementations, including impact analysis, configuration, testing, data validation, documentation, and implementation of approved functionality.
  • Develops and maintains reports, dashboards, calculated fields, system documentation, business process documentation, test plans, support procedures, and other materials necessary to support the ERP environment.
  • Works with Workday and other software or service providers to troubleshoot issues, coordinate technical support, evaluate product capabilities, and resolve escalated problems.
  • Provides functional and technical guidance, knowledge transfer, and support to Applications staff, departmental subject matter experts, and ERP users.
  • Identifies opportunities to improve ERP utilization, automate business processes, improve data quality, and increase effective use of existing Workday capabilities.
  • Ensures ERP changes and support activities are performed in accordance with established change management, cybersecurity, testing, documentation, and technology governance requirements.
  • Performs related work as assigned.


Minimum Education and Experience Requirements:

  • Requires a bachelor’s degree in information technology, computer science, information systems, business administration, accounting, finance, human resources, or a closely related field; or an equivalent combination of education, training, and experience.
  • Requires five years of progressively responsible experience supporting, administering, configuring, implementing, or analyzing enterprise resource planning, human capital management, financial management, payroll, procurement, or comparable enterprise business systems.
  • Requires experience with Workday or a comparable enterprise ERP/HCM platform.

  • Requires experience in several of the following areas:
  • ERP configuration, administration, and functional support.
  • Human resources, payroll, financial management, procurement, or related enterprise business processes.
  • Business process analysis, workflow configuration, and process improvement.
  • Enterprise reporting, dashboards, calculated fields, or data analysis.
  • System integrations, interfaces, APIs, or enterprise data exchanges.
  • Application security, role-based access, or segregation-of-duties concepts.
  • ERP implementations, enhancements, releases, and lifecycle support.
  • Functional, integration, regression, or user acceptance testing.
  • Requirements gathering and translation of complex business requirements into system solutions.

  • Experience with Workday Human Capital Management, Financial Management, Procurement, Payroll, reporting, integrations, or security is preferred.
  • Requires effective analytical, problem-solving, communication, documentation, and customer service skills.

Physical Demands/Work Environment:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The work is primarily performed in an office environment and requires prolonged periods of sitting and use of computers and other standard office equipment.

The employee may occasionally stand, walk, bend, stoop, reach, and lift or move equipment or materials weighing up to 25 pounds.

The position may require travel between County facilities and work outside of normal business hours to support system implementations, upgrades, maintenance activities, or operational emergencies.

Special Certifications and Licenses:

Must maintain CJIS Compliancy.

Must possess a valid TX Driver’s license.
