WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package that includes:
- General Salary Increase - 3.5% effective December 20, 2026, and 3.5% effective December 19, 2027.
- Market-Based Adjustment - 2% effective January 3, 2027.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree not required for the position.
- Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
- Annual Leave Accrual/Redemption - Accrual rate of 208 hours per year, increasing to 288 hours after 5 years of service. The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Health Plans – Full-time employees are afforded a flexible credit allowance of up to $26,626 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
- Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts, which increases spending power through reimbursement of pre-tax dollars for health care expenses.
- Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
- Holidays - 13 paid days per year which includes a scheduled floating holiday.
- Work Schedule - This team operates on a regular in-office schedule: Monday through Friday. It provides support for all County agencies, promotes seamless collaboration, and allows for personal planning. This position is eligible for a 9/80 work schedule after the completion of an initial probationary period.

The Position
Under general supervision, the CEO HR Recruitment and Outreach Assistant will perform a wide range of Human Resources administrative and operational support functions for agencies and departments throughout the recruitment lifecycle, ensuring recruitment activities are completed accurately and in a timely manner. Critical duties will include posting recruitment advertisements on social media and in various advertising outlets; coordinating the countywide internship program and job fairs, career expos, hiring events, and community outreach activities to promote County employment opportunities.
The Personnel Assistant is covered by the Management Resolution and is not eligible for overtime compensation.
TENTATIVE SCHEDULE
OPENING DATE: August 17, 2026
CLOSING DATE: August 28, 2026, at 5:00 pm
Duties and responsibilities may include but are not limited to:
- Provides administrative and operational support to agencies/departments throughout the recruitment lifecycle, ensuring recruitment activities are completed accurately and timely.
- Assists with recruitment advertising, creating flyers and brochures, as requested; posts advertisements on social media and in various advertising sources.
- Coordinates the countywide intern program, which is conducted on a regular schedule annually; serves as the primary contact for apprenticeships, fellowships, and student employment opportunities for County departments and agencies.
- Coordinates and participates in job fairs, career expos, hiring events, and community outreach activities to promote County employment opportunities.
- Provides administrative support to the CEO-HR Recruitment Team.
- Enters, reviews, edits, and validates online examinations within testing platforms such as Test Genius and other applicant testing systems.
- Processes transfer requests, reinstatement lists, re-employment lists, and other recruitment transactions within NEOGOV.
- Assists in certifying employment eligibility lists and reviewing certification processes throughout the County for accuracy as well as identifying areas which could benefit from recommendations.
- Conducts research, gathers recruitment data, prepares reports, and assists with analyzing recruitment metrics and trends.
- Prepares correspondence, reports, presentations, and other documents related to recruitment, staffing, and candidate/employee outreach activities.
- Participates and assists in developing initiatives that support recruitment and engagement efforts.
- Provides support in responding to applicant inquiries regarding recruitment processes, examination procedures, and application status.
- Performs other related duties as assigned.

Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. An example of a qualifying education and experience is:
Possession of a bachelor’s degree in human resources, public administration, business administration, industrial/organizational psychology, or a related field
AND
Six months of experience providing administrative support in human resources.
Educational/Experience Substitution
Additional experience may substitute for education on a year-for-year basis.
NECESSARY SPECIAL REQUIREMENTS:
Intermediate level of proficiency with MS Outlook, Word, Excel, and Teams.
Experience assisting with recruitments
Skilled at:
- Providing excellent customer service to a diverse group of stakeholders (the public, applicants, external contacts, management, subject matter experts), demonstrating tact, diplomacy, and cultural sensitivity
- Using an applicant tracking system such as NEOGOV or similar

All applicants are required to complete and submit the questionnaire for this examination at the time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. TRAINING and EXPERIENCE EVALUATION/WRITTEN EXAMINATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank that is moderate or lower, resulting in them not being advanced in the process.
A written examination may be conducted to evaluate participating candidate’s proficiency with MS Outlook, Word, Excel, and Teams for successful performance on the job.
ORAL EXAMINATION/PRACTICAL EXAMINATION– 100%
A job-related examination will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which a job analysis has determined to be essential for successful performance of the job. Written documents produced by candidates may also be discussed with the panel in the oral examination. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: The oral examination/practical may be consolidated into one process or expanded into two separate exam components contingent upon the size and quality of the candidate pool.
NOTE: The selection process will likely consist of an Oral/Practical Exam, which may be preceded by or replaced with the score from a Training and Experience Evaluation (T&E) or Written Examination, contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified during a job analysis as needed at the time of hire for successful job performance. For this reason, it is recommended that your application clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions be completed with care and diligence.
If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
ELIGIBLE LIST
The eligible list established from this recruitment will be used to fill current and future Regular, Temporary, Fixed-term, Intermittent, and Extra Help vacancies for this and similar positions only. There is currently one (1) regular position with the County Executive Office Human Resources.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
