Description
We are seeking an experienced Construction Management Representative (CMR) to provide on-site construction management and inspection support for a National Park Service roadway rehabilitation project at Voyageurs National Park in International Falls, Minnesota.
The project involves improvements to approximately 10 miles of roadway along Rainy Lake and Ash River Road, including pavement overlays, full-depth pavement rehabilitation, pullouts, parking areas, asphalt and sub-base work, traffic control, and accessibility improvements.
The CMR will serve as an on-site representative supporting the Government's Quality Assurance efforts by observing construction activities, documenting contractor performance, reviewing project documentation, monitoring schedule and quality, and confirming that work conforms to contract plans and specifications.
Key Responsibilities
- Observe daily construction activities and verify conformance with contract plans and specifications.
- Monitor contractor Quality Control activities and support the Government's Quality Assurance program.
- Inspect roadway, asphalt, site civil, accessibility, and related construction activities.
- Monitor construction safety and compliance with the contractor's approved safety plan and applicable OSHA requirements.
- Prepare detailed daily inspection reports and weekly progress reports.
- Photograph and document construction progress, deficiencies, and concealed work.
- Maintain and track project deficiencies and punch-list items.
- Review and track submittals and Requests for Information (RFIs).
- Assist with preparation and review of construction modifications, proposals, cost estimates, and scope changes.
- Assist with Independent Government Estimates (IGEs) and contractor negotiations.
- Review baseline and updated construction schedules and identify schedule discrepancies or delays.
- Review contractor payment requests and verify percentage of work completed.
- Prepare agendas, participate in progress meetings, and prepare meeting minutes.
- Review certified payroll documentation and assist with required labor interviews.
- Coordinate inspections with NPS personnel, contractors, designers, and other project stakeholders.
- Maintain complete and accurate construction documentation throughout the project.
- Assist with final inspections, punch-list activities, as-built documentation, and project closeout.
Preferred Experience
- Previous National Park Service (NPS), Department of the Interior (DOI), or other federal construction experience.
- Experience working as a CMR, Construction Manager, Construction Inspector, Resident Engineer, or similar owner's representative role.
- Previous experience managing or inspecting federally funded roadway or heavy civil construction projects.
- Experience with Government construction documentation, modifications, IGEs, RFIs, submittals, and contractor negotiations.
Work Environment
This position requires regular on-site presence at Voyageurs National Park near International Falls, Minnesota during active construction. The CMR will work closely with National Park Service representatives, the construction contractor, design personnel, and other project stakeholders.
Candidates should be comfortable working around active heavy civil and roadway construction operations and performing field inspections in varying outdoor conditions.
Requirements
- Minimum 5 years of Construction Management experience.
- Demonstrated experience reading and interpreting construction plans, drawings, and specifications.
- Experience with heavy civil and site civil construction.
- Experience with roadway pavement construction and rehabilitation, including milling and overlay, full-depth patching, and pavement rehabilitation.
- Experience with asphalt paving and sub-base compaction.
- Experience with Maintenance of Traffic (MOT) operations.
- Knowledge of accessibility construction requirements.
- Completed OSHA 30-Hour Construction Safety Training.
- Experience with construction cost estimating, proposal evaluation, and negotiations.
- Experience reviewing construction schedules, project progress, and contractor payment requests.
- Experience preparing or processing RFIs, submittals, field observation reports, construction documentation, and meeting minutes.
- Proficiency with Microsoft Project, Primavera, or equivalent construction scheduling software.
- Proficiency with Microsoft Word, Excel, Teams, and Project.
- Ability to effectively use cloud-based construction/project management software such as ProjectTeam, Procore, or similar systems.
- Strong technical writing, documentation, communication, and organizational skills.
