Senior Business Analyst, #1107
Location: Herndon, VA (hybrid once per quarter)
Clearance: U.S. Citizenship required; must be able to obtain TSA Public Trust.
Key Responsibilities
Business Analysis & Requirements
- Lead the elicitation, analysis, documentation, validation, prioritization, and management of business and technical requirements.
- Partner with clients, Product Owners, developers, testers, and project leadership to understand business objectives and translate business needs into user stories, functional requirements, non-functional requirements, acceptance criteria, business process flows, use cases, and technical specifications.
- Analyze complex business problems and recommend practical, technology-enabled solutions.
- Analyze current- and future-state processes to identify gaps, dependencies, risks, and opportunities for improvement.
- Facilitate requirements workshops, stakeholder interviews, working sessions, and backlog refinement activities.
- Ask probing questions to identify implicit requirements, assumptions, dependencies, and potential risks.
- Ensure requirements are sufficiently detailed, testable, actionable, and traceable from business objectives through delivered functionality.
- Support requirements prioritization based on business value, operational needs, technical considerations, and project constraints.
Business Process & Solution Analysis
- Analyze and document current- and future-state business processes and workflows using process models, workflow diagrams, decision trees, and other visual representations.
- Identify opportunities to eliminate manual processes, improve efficiency, and enhance the user experience.
- Evaluate the impacts of proposed system changes on existing business processes, applications, users, and organizational workflows.
- Work with stakeholders to validate process documentation and ensure proposed solutions accurately reflect operational needs.
- Identify process dependencies and cross-functional impacts that may affect solution design or implementation.
Agile Delivery, Documentation & Testing
- Work closely with Agile development teams throughout the Software Development Life Cycle (SDLC).
- Translate approved requirements into well-defined Jira user stories and development-ready work items.
- Participate in Sprint Planning, Backlog Refinement, Sprint Reviews, release planning, and other Agile working sessions as needed.
- Clarify requirements and acceptance criteria for developers and testers throughout implementation.
- Work with Product Owners and stakeholders to refine and prioritize the product backlog.
- Support release planning by identifying requirements, dependencies, risks, and implementation considerations.
- Monitor requirements throughout development to ensure delivered solutions remain aligned with business objectives.
- Identify and communicate requirement-related risks, issues, dependencies, and decisions.
- Support continuous improvement of requirements management and Agile delivery processes.
- Develop and maintain comprehensive business, functional, technical, process, and user documentation using Confluence.
- Create and maintain requirements documentation, functional specifications, process documentation, and system workflows.
- Develop acceptance criteria and support the creation of test scenarios and test cases.
- Collaborate with QA teams to ensure requirements provide sufficient coverage for functional and regression testing.
- Participate in User Acceptance Testing (UAT) activities.
- Validate delivered functionality against documented requirements and acceptance criteria.
- Identify and document defects, gaps, and deviations from expected functionality.
- Support troubleshooting and root-cause analysis of functional issues.
Customer Engagement & Continuous Improvement
- Serve as a trusted advisor to government stakeholders and business users.
- Establish and maintain strong relationships with clients, Product Owners, subject matter experts, technical teams, and project leadership.
- Facilitate discussions between technical and non-technical stakeholders to establish a common understanding of requirements and proposed solutions.
- Translate technical concepts into clear business language and communicate business needs effectively to technical teams.
- Lead stakeholder interviews and working sessions to understand operational needs and identify opportunities for improvement.
- Communicate requirements, decisions, risks, assumptions, and dependencies clearly and effectively.
- Present proposed solutions and recommendations to stakeholders and project leadership.
- Resolve conflicting requirements and facilitate consensus among stakeholders.
- Ensure stakeholder feedback is incorporated into requirements and solution development.
- Identify opportunities to improve business analysis practices, requirements quality, documentation standards, and delivery processes.
- Develop and promote consistent approaches for requirements management and business process documentation.
- Share knowledge and best practices across project teams.
- Contribute to organizational standards, templates, and processes for business analysis and Agile software delivery.
- Support overall project success by contributing expertise wherever needed.
Required Qualifications
- Bachelor's degree in Business, Information Technology, Computer Science, Engineering, or a related field.
- Minimum six (6) years of experience in Business Analysis, Technical Analysis, Systems Analysis, or software delivery roles.
- Demonstrated experience gathering, analyzing, documenting, validating, and managing business and technical requirements.
- Experience translating business needs into user stories, functional requirements, and acceptance criteria.
- Experience analyzing and documenting business processes and workflows.
- Experience working directly with clients, business stakeholders, Product Owners, and technical delivery teams.
- Experience supporting Agile software development projects.
- Experience using Jira and Confluence to manage requirements, documentation, and Agile delivery.
- Technical or software development background with exposure to React, Node.js, and GitLab.
- Experience working within AWS cloud environments.
- Strong understanding of the Software Development Life Cycle (SDLC).
- Strong analytical, problem-solving, and critical-thinking skills.
- Excellent facilitation, communication, and interpersonal skills.
- Ability to communicate effectively with executive leadership, clients, technical teams, and business stakeholders.
- Demonstrated ability to translate complex technical concepts into language that is understandable to non-technical stakeholders.
- Demonstrated ability to manage competing priorities in a fast-paced Agile environment.
- Strong attention to detail and commitment to delivering high-quality requirements and documentation.
- Ability to work independently while effectively collaborating with cross-functional teams.
- U.S. Citizenship and ability to obtain the required government security clearance.
Preferred Qualifications
- Experience supporting Federal Government software development programs.
- Experience working as a Senior Business Analyst on complex enterprise software modernization efforts.
- Experience supporting legacy application modernization or replacement initiatives.
- Experience creating wireframes, mockups, business process models, and workflow diagrams.
- Experience facilitating requirements workshops and stakeholder working sessions.
- Experience supporting DevSecOps or Continuous Integration/Continuous Delivery (CI/CD) environments.
- Experience working with Representational State Transfer (REST) APIs, system integrations, databases, or cloud-native applications.
- Experience with data analysis, data mapping, or data modeling.
- Experience supporting User Acceptance Testing (UAT) and production implementation activities.
- Experience providing customer application support in a production environment.
- Familiarity with SAFe (Scaled Agile Framework), Lean, Kanban, or other Agile frameworks.
- Business Analysis certification such as Project Management Institute Professional in Business Analysis (PMI-PBA), Certified Business Analysis Professional (CBAP), or Agile Analysis Certification (IIBA-AAC).
