Overview

The Superintendent - Environmental Quality administers, oversees, manages, and monitors all operation activities in Pretreatment, Industrial Monitoring, Liquid Waste, and Special Projects & Outreach or Laboratory within the Pretreatment and Laboratory Services (PALS) Division of the Dallas Water Utilities, or/and oversees Park Conservation and Natural Resources, manages and oversees wildlife habitat efforts, manages Integrated Pest Management (IPM) program and staff, coordinates interdepartmental conservation efforts.

Essential Functions

• Manages, directs, and leads all operations and activities of the Pretreatment or Laboratory operations or various departmental initiatives regarding Habitat Management, Natural Resource Conservation, or/and environmental strategic planning through supervisors for compliance with TCEQ's Pretreatment permit and other Federal and State regulatory requirements; ensures that all acceptable operating procedures are followed and that operations are efficient and follow regulatory requirements.
• Prepares and presents clear, complete, and concise correspondence and technical reports; coordinates and collaborates with other City departments; interacts, engages, and communicates with TCEQ and EPA regarding current regulations, permit compliance, and other matters regarding wastewater operations or/and wildlife conservation, natural resource conservation, pest management.
• Manages the hiring and performance evaluation procedures for the department; approves and enforces discipline, verifies and approves time, manages service contracts, equipment, and technology and facilitates departmental success and adherence to permitting and regulatory standards; hears and resolves grievances and implements disciplinary actions when necessary.
• Develops and implements long range plans, programs, and schedules to ensure operational efficiency and compliance; determines goals and objectives needing emphasis; directs and coordinates work through supervisors, staff or/and volunteer groups, and provides coaching, advice, counsel, or technical direction as needed; prioritizes tasks, schedules and assigns various requests, and administers City policies and procedures.
• Responds to, engages with, and oversees the handling of customer requests and inquiries; acts as a liaison with TCEQ, EPA, and other organizations to improve customer service and regulatory compliance while ensuring safety and City standards.
• Supervises the preparation of Pretreatment or Laboratory or/and other reports and documents; coordinates and facilitates the provision of Pretreatment or Laboratory supplies, or/and equipment maintenance contracts, or/and the oversight of maintenance agreements for Pretreatment or Laboratory software and systems; or/and prepares the Annual Pretreatment or Laboratory Report, and oversees the compliance of other regulatory reporting.
• Develops and implements budget for department and operations; inspects work, audits activities, and identifies equipment that needs to be procured; attends meetings with upper management regarding operating budget preparation and approval.
• Coaches, advises, counsels and instructs employees; identifies all training needs for employees; interviews and makes selection on candidates for filling positions, recommends terminations, and facilitates promotions; hears and resolves serious complaints or simple grievances from employees and refers serious grievances to higher level managers.
• Finds and implements methods to improve production or effectiveness; oversees the inspection of pretreatment or laboratory procedures, or/and maintenance activities, and project implementation; approves employee hours and ensures adherence to all personnel and departmental policies and procedures.
• Performs any and all other work as needed or assigned.

Knowledge and Skills

• Knowledge of departmental management.
• Knowledge of Water and Wastewater systems and general equipment, facilities, and plant maintenance or/and Natural Resources/Parks Conservation, Wildlife Habitat Management.
• Knowledge of inspection procedures and environmental compliance standards.
• Knowledge of local, state, and federal regulations relevant to the operations of the Pretreatment program standards or/and Pesticide Management, Forestry/Natural Resources Management and other regulatory requirements
• Ability to prioritize work, provide training, and facilitate efficient service delivery.
• Ability to follow and give oral and written instructions and read charts and maintain written records.
• Ability to participate in budget development, procurement activities, and inventory management.
• Ability to maintain record keeping or work log system.
• Communicating effectively verbally and in writing.
• Knowledge of Federal, State, local standards that affect park activities.
• Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS

Salary Range

 

$89,440.00 - $111,800.00

 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
