The Enterprise Applications Lead is an exciting opportunity to work in a highly collaborative environment aimed at delivering value to our business partners. In this role you will lead the Enterprise Applications senior analysts with a crucial role to ensure seamless operations and enhance organizational efficiency. The incumbent will lead professional senior systems analysts in supporting a diverse portfolio of products and services. Working in close collaboration with our data analytics team, this role will help implement the technology vision and data-driven initiatives across the city, fostering a culture of innovation and data-centric decision-making and ensuring that our technology stack meets current organizational needs while positioning us for growth.

This position is a member of ITD’s Management team and supervises three employees while supporting managing daily operations. The ideal candidate thrives on partnering both internally and externally to achieve operational excellence, support technology innovation and focus on mutually beneficial outcomes. 

Responsibilities include:
Enterprise Platforms & Applications: Primary focus for this role is ensuring a secure and customer-centric approach to enterprise applications management by:

  • Partnering with the Enterprise Solutions manager to support a vision for the team that aligns with the Enterprise Technology Strategic Plan.
  • Lead, coach, and manage performance of a team of 3–4 Senior Systems Analysts, including goal-setting, career development, and workload prioritization to support product teams and applications.
  • Conduct team meetings, 1:1s, and performance reviews; own hiring, onboarding, and resource/capacity planning for the team.
  • Provide technical leadership and guidance to IT professionals supporting core enterprise applications, ensuring operational excellence, stability, and support processes
  • Own the enterprise application roadmap — upgrades, patches, vendor/license management, and continuous improvement of application processes and best practices
  • Collaborate with cross-functional teams to identify business needs and translate them into system requirements aligned with enterprise architecture standards
  • Define and maintain architecture standards, governance, and roadmaps for the applications portfolio; evaluate emerging technology trends and ensure the organization leverages the most suitable tools for efficiency.
  • Partner with the Data & Analytics and Enterprise Applications teams to define integration standards, processes, and best practices
  • Oversee implementation and ongoing support of system integrations, ensuring integration architecture supports scalability, data integrity, and security

  • Keeping abreast of technology trends and ensuring the organization is leveraging the most suitable and beneficial tools for improved efficiency and effectiveness. 
  • Aligning technology innovation and integration with the needs and expectations of our customers, while also ensuring security best practices are at the forefront of all technological decisions.

Knowledge, Skills, Abilities, and Competencies

The Enterprise Applications Lead works under the guidance of the Enterprise Solutions Manager and partners closely with customers, the Data & Analytics team, and the ITD Management team. ITD is looking for a tech savvy systems thinker with an eye for continuous improvement and excellent communications skills.

  • Enterprise Applications: Deep understanding of enterprise IT architecture frameworks and best practices; comprehensive understanding of information technology principles, systems, and services.
  • Software Development: Familiarity with the software development lifecycle principles and commonly used programming languages. 
  • Applications Support: Technical skills in areas such as troubleshooting, installation, and maintenance of hardware and software.
  • Customer Focus: Demonstrates a strong commitment to meeting and exceeding the needs and expectations of customers, both internal and external. Understands customer requirements and uses that knowledge to improve services and deliverables.

Education, Experience, and Other Requirements

  • Graduation from an accredited four-year college or university with a degree in computer science or other related field(s). 
  • Five (5) to seven (7) years of progressively responsible related experience in an IT discipline as well as experience supervising staff.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
  • Five or more years of progressively responsible experience in business systems support with emphasis on SaaS applications, cloud services, and inter-system integrations. 
  • Five or more years of progressively responsible experience in user adoption activities, including individual and group training, knowledge management, fostering user communities, and accelerating momentum with technical and business teams. 
  • Driver’s license may be required.
  • Certified Scrum Master certification is desirable.

FLEXIBLE/HYBRID WORKING: 

A hybrid work schedule is available for this position after an orientation period with at least 2 days onsite. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
