Position Description
Overview
ZemiTek is pursuing an opportunity to support the U.S. Department of State’s Bureau of Consular Affairs, Passport Services Directorate (CA/PPT). CA/PPT oversees passport issuance nationwide, serving U.S. citizens traveling internationally and protecting the integrity of the U.S. passport as proof of citizenship. Its headquarters offices provide leadership, policy guidance, operational oversight, planning, training, records management, and modernization support to passport agencies and centers.
The anticipated contract will provide professional, administrative, analytical, and program management support to these headquarters functions. Contractor personnel will help strengthen daily operations, support informed leadership decisions, and advance initiatives that improve service delivery and organizational performance.
Position Description
ZemiTek seeks an experienced Subject Matter Expert (ISO) to provide specialized expertise in ISO standards, documentation practices, and quality improvement supporting CA/PPT headquarters operations. This role will lead documentation efforts and help establish consistent, practical processes that strengthen service quality and support alignment with applicable ISO and other international documentation standards.
The SME will evaluate documentation and operational practices, identify gaps affecting quality, and develop recommendations that address underlying causes. Working with leadership and relevant teams, the SME will apply ISO expertise and Lean Six Sigma methods to support effective corrective actions and sustained process improvements.
The successful candidate will combine deep technical knowledge with sound analytical judgment and the ability to translate standards into clear, usable guidance. This position requires a collaborative approach to resolving complex quality issues and improving the consistency, accuracy, and effectiveness of service delivery.
Work Location: Washington, DC
Security Clearance: Active Secret clearance required
This position is contingent upon contract award.
Responsibilities
Anticipated tasks include, but are not limited to, the following:
- Lead the development, review, and maintenance of documentation aligned with applicable ISO and other international documentation standards.
- Apply specialized ISO expertise to assess documentation requirements, identify gaps, and recommend improvements to policies, procedures, and supporting materials.
- Establish consistent documentation practices that promote clarity, accuracy, traceability, and effective version control.
- Review operational processes and related documentation to identify issues that may affect service quality or consistency.
- Analyze quality problems, determine underlying causes, and coordinate practical corrective actions with responsible teams.
- Apply Lean Six Sigma methods to identify inefficiencies, reduce process variation, and support measurable improvements in service delivery.
- Develop technical analyses, reports, and recommendations that explain findings and provide actionable guidance to leadership and operational personnel.
- Support implementation of approved improvements and evaluate whether corrective actions address identified problems.
- Communicate applicable standards and documentation expectations to stakeholders, supporting consistent understanding and application across assigned functions.
Qualifications
Required Qualifications
- Minimum of ten (10) years of relevant professional experience.
- Master’s degree in a related field, or sixteen (16) years of relevant professional experience.
- ISO credential and Lean Six Sigma credential.
- Active Secret personnel security clearance.
- Proficient computer skills and in-depth knowledge of relevant software, including Microsoft Word, Excel, PowerPoint, and SharePoint.
Preferred Qualifications
- Experience leading ISO-related documentation initiatives in federal programs or similarly structured organizations.
- Demonstrated ability to translate standards into practical procedures, guidance, and documentation controls.
- Experience conducting gap assessments, root cause analyses, and corrective action reviews.
- Demonstrated success applying Lean Six Sigma methods to improve operational efficiency and service quality.
- Experience coordinating documentation and process improvements across multiple functional teams.
- Strong technical writing, analytical, and stakeholder communication skills.
