Position Description
Overview
ZemiTek is pursuing an opportunity to support the U.S. Department of State’s Bureau of Consular Affairs, Passport Services Directorate (CA/PPT). CA/PPT oversees passport issuance nationwide, serving U.S. citizens traveling internationally and protecting the integrity of the U.S. passport as proof of citizenship. Its headquarters offices provide leadership, policy guidance, operational oversight, planning, training, records management, and modernization support to passport agencies and centers.
The anticipated contract will provide professional, administrative, analytical, and program management support to these headquarters functions. Contractor personnel will help strengthen daily operations, support informed leadership decisions, and advance initiatives that improve service delivery and organizational performance.
Position Description
ZemiTek seeks an experienced Deputy Program Manager (DPSM) to provide day-to-day leadership and operational oversight for contractor personnel supporting CA/PPT headquarters. Working closely with the Program Manager, the DPSM will translate program priorities into coordinated execution, align staff and resources with requirements, and maintain consistent, high-quality service delivery.
The DPSM will serve as the Program Manager’s principal backup and assume program management responsibilities during the Program Manager’s absence. This role connects program leadership with daily team operations, promoting clear expectations, responsive problem resolution, and accountability across assigned functions. The DPSM will also ensure contractor personnel adhere to standards of conduct and internal controls.
The successful candidate will combine sound management judgment with practical experience overseeing personnel, monitoring costs and schedules, and improving operational performance. This position requires a proactive leader who can anticipate challenges, address competing priorities, and maintain service continuity as requirements evolve.

Responsibilities
Anticipated tasks include, but are not limited to, the following:
- Manage day-to-day contractual operations, coordinating personnel, resources, and activities to meet or exceed contractual requirements.
- Serve as acting Program Manager during the Program Manager’s absence, maintaining management oversight, timely decisions, and continuity of operations.
- Coordinate with the Program Manager and designated team leaders to establish priorities, communicate expectations, and monitor task completion across assigned functions.
- Track costs, schedules, staffing resources, and performance for assigned tasks, maintaining accurate resource reporting and identifying issues requiring management attention.
- Monitor workload and personnel availability, recommending adjustments to assignments and resource allocation to support timely, consistent service delivery.
- Ensure contractor personnel adhere to applicable standards of conduct, internal controls, and established policies and procedures; address concerns promptly and elevate issues when appropriate.
- Identify and implement service delivery improvements that strengthen efficiency, coordination, and performance.
- Resolve operational and personnel-related problems with minimal disruption to ongoing activities, coordinating corrective actions and monitoring their effectiveness.
- Support the preparation of performance reports, staffing updates, and management briefings that communicate progress, resource needs, and emerging risks.
- Maintain effective communication among program leadership and contractor personnel to clarify requirements, resolve obstacles, and support coordinated execution.
Qualifications
Required Qualifications
- Minimum of five (5) years of relevant professional experience.
- Master’s degree in a related field, or twelve (12) years of relevant professional experience.
- Project Management Professional (PMP) certification.
- Active Secret personnel security clearance.
- Advanced proficiency in Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint.
Preferred Qualifications
- Experience managing day-to-day operations for federal professional services contracts.
- Experience supervising multidisciplinary teams and coordinating activities across multiple functional areas.
- Demonstrated ability to monitor program costs, schedules, resource utilization, and performance.
- Experience implementing internal controls, resolving operational issues, and improving service delivery.
- Strong communication, organizational, problem-solving, and stakeholder coordination skills.
- Familiarity with Department of State operations, consular programs, or headquarters-level administrative and program support.
