Description
Under general supervision of the GIS Manager, assists in the implementation, development, and improvement of GIS by creating and maintaining addresses, providing high quality maps containing relevant information to internal and external customers, developing web applications, dashboards, and other visualization methods to meet the needs of departments, and analyzing spatial data to determine solutions.
- Creates, edits, updates, and maintains a variety of geospatial data including but not limited to zoning, subdivisions, streets, utilities, public facilities, etc.
- Assigns and maintains 9-1-1 addresses and road centerlines using addressing standards.
- Generates a variety of high-quality maps and charts using cartographic design principles and best map layout practices.
- Inputs and compiles geographic data from a variety of sources and produces high-quality outputs as needed or assigned.
- Provides mapping support to internal and external customers.
- Interprets and transfers data from source documents including plats, record drawings, profiles, legal descriptions, and other mapped information.
- Performs field data collection using GPS devices and field maps.
- Reviews, analyzes, and assesses data to solve complex spatial problems.
- Develops and maintains standard operating procedures (SOP), metadata, specifications, and other documentation for GIS activities and datasets.
- Assists in developing desktop, web and mobile GIS applications and tools as needed utilizing ESRI technologies including ArcGIS Pro, ArcGIS Enterprise/Portal, and ArcGIS Online.
- Assists in analyzing planning cases for weekly and end of budget year reports.
- All other duties as assigned.
Minimum of one (1) to two (2) years of experience in a position requiring GIS system utilization.
- Knowledge of city and departmental practices, procedures, systems, and federal, state, and local laws, regulations, codes, ordinances, and best practices, principles, trends, methods, and terminology relating to GIS.
- Knowledge of GIS software, applications, databases, and related geospatial technologies.
- Knowledge of spatial data structures, geodatabases, feature layers, coordinate systems, projections, and spatial relationships.
- Knowledge of research methods and cartographic principles and practices, including map design, data visualization and analysis techniques, and methods of presenting technical information, analytical findings, and geographic information.
- Knowledge of methods and practices used to collect, maintain, analyze, interpret, and validate spatial and non-spatial data.
- Knowledge of input and drafting of existing field data from surveyors and engineers.
- Maintains skills and knowledge to maintain a high level of proficiency in the latest technologies in GIS.
- Advanced ability to interact with people in a professional and congenial manner and exchange and receive information, providing effective and tactful customer service, and work independently with a high level of discretion.
- Ability to interpret technical documents, system specifications, various maps and drawings, legal descriptions, and mapping standards.
- Ability to correctly interpret, explain, and apply laws, rules, operations, practices, procedures, regulations, and policies.
- Advanced ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias, to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement and to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

- Knowledge, skill, and ability to utilize telephone, fax machines, plotters, scanners, computers and applicable software daily including, but not limited to, Microsoft Office, Microsoft Outlook, ESRI software suites (eg. ArcGIS Pro, ArcGIS Enterprise/ArcGIS Online, Enterprise Geodatabase), GPS device, AutoCAD, and Web RMS.
