THIS POSITION IS A PROMOTIONAL OPPORTUNITY FOR QUALIFIED FULL-TIME PERMANENT CITY EMPLOYEES ONLY.

Leads, oversees, manages, plans, coordinates activities of major programs involving contract administration. Responsibilities include preparations of proposals, plans and specifications; participation in the negotiation of contracts; monitoring contracts for compliance, including benchmarks for quality assurance and performance measures; and ensuring that goals or objectives of programs are accomplished within prescribed time frame and funding parameters. The Program Manager will ensure adherence to master plans and schedules; develop solutions to program problems; initiate new and innovative programs to improve service to internal and external customers; and direct the work of personnel assigned to programs for various departments.

This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

This is a Management Category II position which includes eight (8) additional Management Vacation Days and a Vehicle Allowance of $340/month.Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Manages the work of assigned personnel; develops detailed work plans, delegates and reviews work assignments; hires, trains, and evaluates employees
  • Provides direct leadership for multiple projects; develops objectives and goals; analyzes and reports on metrics
  • Prepares and manages contractual service agreements with private companies, including the development of technical specifications for the delivery of services; inter-local and service agreements; grants, engineering and construction contracts
  • Serves as the team leader in working with City staff to develop program initiatives; assesses cost effectiveness, technical feasibility, and implementation methods
  • Identifies problems or factors inhibiting the effective accomplishment of departmental or city-wide goals and objectives; determines requirements and scope of necessary study in light of objectives and problems to be solved; collects data; analyzes data; develops alternatives and makes specific recommendations for resolution
  • Prepares and administers budget for assigned programs or division; prioritizes and approves expenses
  • Develops, administers, and monitors contracts with providers; conducts regular meetings with providers to evaluate performance and verify level of service to the City and to ensure compliance with contract provisions, budget targets, and specifications; recommends awards for the area of assignment; completes annual performance review of vendors
  • Coordinates and oversees completion of financial studies, forecasts and trend analysis, legislative and benchmark research, and fiscal impact analysis
  • Prepares productivity and informational reports, City Commission and Purchasing memorandums, and general correspondence with the public as applicable
  • Develops Requests for Proposals (RFP) and Intents to Bid (ITB) for multiple services and products
  • Coordinates with Procurement Services, Risk Management and City Attorney on the drafting of contracts
  • Supports strategic planning for the program and division
  • Operates as a subject matter expert throughout the City to resolve issues or provide support as needed
  • May serve as a City liaison to an advisory board of the City Commission
  • Performs related work as required

Additionally:
  • Owns and maintains Fleet's vehicle and equipment replacement plan covering approximately 1,900 assets, ensuring accuracy across lifecycle status, department assignments, and capital replacement projections.
  • Manages Fleet's primary maintenance and parts service contracts, monitoring compliance, cost, and service levels, and develops RFPs for vehicle maintenance, parts management, and emergency vehicle procurement.
  • Administers Fleet's annual operating budget of approximately $30 million, monitoring spending against contracted services to ensure the division remains within appropriated amounts.
  • Serves as a technical resource to departments across the City on vehicle and equipment specifications, replacement planning, and upfitting requirements.
  • Fully assumes the responsibilities of the Division Manager role in their absence.


MINIMUM JOB REQUIREMENTS
  1. Must be a current Full-Time permanent employee of the City of Fort Lauderdale.
  2. Bachelor's degree in public administration, environmental management, engineering or a closely related field.
  3. Seven (7) to nine (9) years in the development, implementation and administration of programs, policies and operations performing contract preparation and administration, preparation of specifications. 
  4. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.
  5. At least three (3) years of supervisory experience may be required for supervisory roles.

PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
