Job Description
Single point of accountability for the enterprise's value realization and funding governance discipline agenda, sitting above the Value Assurance and Capital Assurance functions. The role exists to ensure the two disciplines operate as one system — that “value” (are we building the right things and capturing the benefit) and “capital” (are we spending money the right way, at the right velocity) are treated as two sides of the same governance coin.This is a role for a seasoned governance executive who can arbitrate between competing value and capital signals, hold portfolio-wide standards to account, and act as the final internal escalation point before issues are raised to the PMO Steering Committee or C-suite.
Governance & Standards
Define and maintain the integrated Pillar governance framework unifying Value Assurance and Capital Assurance
Approve and enforce enterprise standards across both sub-functions — Risk Tolerance thresholds, Cost benchmarks,Earned Value Management (EMV)/ROI methodologies
Own the Pillar's operating model, charter, and policy documentation
Arbitration & Escalation
Adjudicate disputes between Value Assurance and Capital Assurance findings and issue a single, unified recommendation
Serve as the final internal escalation point before issues are raised to the PMO Steering Committee or C-suite
Resolve conflicts between value delivery priorities and capital discipline constraints
Reporting & Portfolio Oversight
Consolidate outputs from both sub-functions into a single Pillar-level narrative for the PMO Steering Committee / Investment Council
Hold the mandate to reprioritize or halt initiatives across the portfolio based on combined value-and-capital signals
Monitor aggregate portfolio ROI, Earned Value Management (EVM) attainment, and capital efficiency
Talent & Leadership
Own resourcing, coaching, and career pathing for the Value Assurance Manager and Capital Assurance Manager and their teams
Build organizational capability across both disciplines
Represent the Pillar in cross-functional and executive forums
Strategy & Roadmap
Contribute to the enterprise portfolio governance roadmap and maturity agenda
Partner with Finance and Enterprise PMO leadership on capital allocation strategy
Top 3-5 Deliverable
Integrated Pillar Governance Charter, published and version-controlled
Consolidated Value-Capital Scorecard (monthly/quarterly)
Escalation resolution log and unified Pillar recommendations
Portfolio ROI/EVM and capital efficiency reporting
Succession and capability plans for both sub-teams
KPI's
Escalation Resolution Rate — % of Value-vs-Capital conflicts resolved at Pillar level
Portfolio ROI/EVM Attainment — realized value vs. plan, weighted for capital efficiency
Standards Compliance — % adherence to Risk Tolerance and Should-Cost standards across programs
Governance Charter currency — timeliness of updates and executive sign-off
Talent readiness — succession and bench strength of sub-teams
Hiring Requirements
Work Experience: 10+ years in Portfolio/Program Governance, Financial Management, or Strategy, including 3-5+ years leading both value/benefits management and capital/cost governance functions.
Level of Knowledge: Deep understanding of portfolio governance, capital planning (TCO/CAPEX/OPEX), and benefits realization (ROI/NPV/EVM). Telco or large enterprise program environment preferred.
Education: Bachelor’s degree in Finance, Accounting, Business or a related field required; MBA or equivalent advanced degree in Finance/Business preferred.
Skills
Soft: Executive presence, arbitration and negotiation, cross-functional influence, structured decision-making, coaching and team development, clear executive communication
Hard: Portfolio governance framework design, ROI/NPV/EVM modeling, TCO/CAPEX-OPEX analysis, risk management standards (COSO ERM), benefits realization methodology, financial literacy
Certification/License: CPA, PMP, PgMP, or PfMP preferred; CFA or FMVA an advantage.
