Environmental Specialist (Permian Basin)

Location: Midland, TX (100% Onsite)
Schedule: 9-hour workdays (plus lunch) with rotating Fridays off
Employment Type: Contract / Full-Time

 

Position Overview

We are seeking an Environmental Specialist to support operations across the Permian Basin in Texas and New Mexico. This position plays a critical role in protecting the company's license to operate by securing environmental approvals, reducing compliance and schedule risk, and translating environmental requirements into actionable guidance for field operations.

The successful candidate will work closely with regulatory agencies, construction teams, land and asset groups, engineers, contractors, and field personnel to ensure environmental requirements are properly identified, communicated, and executed throughout the project lifecycle.

 

Key Responsibilities

 

Regulatory Compliance & Permitting

  • Manage environmental permits, approvals, and regulatory requirements supporting drilling, completions, construction, and operational activities.
  • Coordinate with agencies including the Bureau of Land Management (BLM), New Mexico Oil Conservation Division (NMOCD), Texas Railroad Commission (TXRRC), and other regulatory authorities.
  • Support Applications for Permit to Drill (APDs), Environmental Assessments, conservation reviews, floodplain permits, pit registrations, and associated approvals.
  • Track permit conditions, agency commitments, and Conditions of Approval (COAs) to ensure compliance throughout project execution.

 

Environmental Planning & Risk Assessment

  • Identify environmental constraints, required surveys, mitigation measures, and regulatory triggers early in project planning.
  • Evaluate biological, cultural, wetlands (WOTUS), karst, threatened and endangered species habitats, nesting restrictions, and other environmental considerations.
  • Develop practical mitigation strategies and communicate requirements to project stakeholders.

 

Construction & Field Execution Support

  • Perform Clear-to-Construct reviews and support environmental readiness for field activities.
  • Develop and maintain environmental constraint maps, field guidance documents, seasonal restriction requirements, and permit condition summaries.
  • Verify environmental requirements are incorporated into construction, drilling, completions, and operations activities.

 

Compliance Assurance & Documentation

  • Conduct inspections and support environmental compliance monitoring programs.
  • Maintain accurate records, agency reporting, environmental commitments, and regulatory documentation.
  • Support audits and ensure documentation is complete, accurate, and defensible.

 

Stakeholder & Contractor Management

  • Coordinate environmental surveys and oversee contractor deliverables, schedules, and technical reports.
  • Collaborate with land, engineering, permitting, portfolio development, regulatory, and field operations teams.
  • Provide environmental guidance, recommendations, and project management support to internal stakeholders.

Required Qualifications

  • Diploma, Associate's Degree, or Bachelor's Degree in Environmental Science, Environmental Studies, Health, Safety & Environment (HSE), Natural Resources, Biology, Ecology, or a related discipline.
  • Experience supporting environmental compliance, permitting, or regulatory activities.
  • Working knowledge of environmental regulations and permitting requirements related to construction, infrastructure, energy, or industrial operations.
  • Strong organizational skills and attention to detail.
  • Ability to manage multiple priorities in a fast-paced, schedule-driven environment.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite and digital documentation systems.

 

Preferred Qualifications

  • Experience supporting oil and gas operations, particularly within the Permian Basin.
  • Knowledge of New Mexico environmental regulations and permitting requirements.
  • Experience working with BLM, NMOCD, TXRRC, APDs, Environmental Assessments, Conditions of Approval, floodplain permits, and pit registrations.
  • Familiarity with biological, cultural, wetlands (WOTUS), karst, and threatened and endangered species assessments.
  • Experience supporting Clear-to-Construct processes and environmental field reviews.
  • Health, Safety & Environment (HSE) educational background.
  • Strong digital, technical, and data management capabilities.
  • Experience managing contractors, surveys, budgets, and project schedules.

They are capable of managing multiple stakeholders, providing environmental guidance to field teams, validating contractor work, and driving projects forward with minimal supervision while maintaining full regulatory compliance.

While performing the duties of this Job, the employee is regularly required to sit, walk and stand; talk or hear, both in person and by telephone; use hands repetitively to finger, handle, feel or operate standard office equipment. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus.
