Summary:

The Bid Manager leads the competitive solicitation process from initiation through contract award, ensuring full compliance with Procurement Code, policies, and procedures. This role serves as the primary liaison between stakeholders and subject matter experts to ensure solicitation documents accurately reflect organizational requirements. The Manager promotes transparency throughout the procurement process, oversees vendor registration and onboarding activities, and conducts semiannual orientation sessions to strengthen and expand the qualified supplier base.

Responsibilities:

Serves as the primary liaison between vendors and Selection Committees, maintaining effective communication, enforcing cone of silence requirements, and conducting preliminary conflict-of-interest reviews.Leads and oversees public procurement activities, including bid openings, pre-bid conferences, site visits, sourcing meetings, and oral presentations.Provides reporting and tactical support to leadership, including bid status updates for executive teams and information gathering and analysis during bid protest reviews.Prepares and supports Selection Committee by facilitating orientation sessions, clarifying roles and responsibilities, and providing guidance on competitive solicitation procedures.Collaborates with stakeholders to incorporate all required bid specifications and procurement requirements.Reviews and validates evaluation and scoring results; communicates outcomes to Selection Committees; reviews award and non-award notifications; and ensures complete and accurate documentation is provided to Negotiation Committees and the Contracts Team.Oversees vendor relations by responding to inquiries, maintaining vendor registration records, recommending system improvements, facilitating supplier credentialing and onboarding, and conducting semiannual Vendor Orientation sessions.Supports the development of bid documents by reviewing scopes of work, recommending minimum qualifications and performance metrics, and ensuring documents promote fair and open competition.Manages informal bid processes, including scope review, conflict-of-interest assessments, bid justification evaluations, process recommendations, and timely, accurate documentation of procurement activities.Manages the competitive solicitation process from initiation through award, ensuring compliance with the Procurement Code and upholding transparency throughout.
