What you'll do...
About the Team:
The Teflon/Data team organised around five core tracks—Pre-Teflon Testing, Teflon Gating, Teflon Reliability Next Gen, Teflon Data Automation, and Quality Hub—with the collective goal of aggressively transforming the Teflon environment into a near-production-ready state. The team focuses on shifting quality left by implementing proactive testing, strict automated policy gating, self-healing reliability, and automated test-data generation, all while using the Quality Hub as the centralised metrics engine to track overall health and blockages.
As the Technical Program Manager (TPM), your role is to orchestrate and oversee these cross-functional efforts. You will be responsible for aligning deliverables across all five tracks, mapping critical path dependencies, tracking progress against our near-production milestone, and leveraging the Quality Hub's data to remove operational bottlenecks and provide clear visibility to leadership.
What You’ll Do
Technical Strategy & Cross‑Org Program Leadership
- Define and drive multi‑year technical strategies across environment management, data readiness, test orchestration, and AI‑enabled engineering workflows.
- Partner with Distinguished Engineers, Architects, and Directors to align roadmaps, system designs, and platform capabilities.
- Build execution frameworks that scale across dozens of teams and hundreds of services.
- Translate ambiguous, systemic engineering problems into structured, measurable, cross‑functional programs.
Environment Management & Distributed Systems Engineering
- Lead modernization of Walmart’s non‑prod and prod‑like environments, including:
- Multi‑region environment topology design
- Infra‑as‑code adoption (Terraform, Pulumi, CloudFormation)
- Automated provisioning, teardown, and environment drift detection
- Service virtualization, synthetic traffic, and shadow testing
- Environment observability (latency, saturation, error budgets, dependency graphs)
- Partner with SRE and platform teams to reduce environment instability, configuration drift, and cross‑service integration failures.
- Drive systemic improvements that reduce environment‑related defects and release delays.
Data Platform Reliability & Data Engineering Programs
- Lead cross‑org programs around data readiness, data quality, and data pipeline reliability.
- Drive adoption of:
- Data lineage and metadata management
- Schema evolution governance
- Data quality SLAs and automated anomaly detection
- Data observability platforms (freshness, completeness, distribution, volume)
- Ensure data availability and correctness for E2E testing, analytics, and production workloads.
- Partner with data engineering, platform, and product teams to align data contracts and enforce data governance standards.
Enterprise‑Scale E2E Testing & Quality Engineering
- Architect and drive E2E testing strategy across complex, distributed systems.
- Define cross‑team standards for:
- Test environment readiness
- Test data generation and masking
- Integration and contract testing
- E2E test orchestration and parallelization
- Quality gates, defect triage, and RCA workflows
- Lead programs that reduce flaky tests, integration failures, and late‑cycle defects.
- Partner with QE and engineering to build scalable, automated E2E pipelines.
AI‑Driven Engineering Enablement & Automation
- Lead programs that embed AI/ML into engineering workflows, including:
- Predictive environment health scoring
- AI‑assisted defect classification and RCA
- Intelligent test selection and prioritization
- Automated test data generation using generative AI
- AI‑powered dashboards for dependency risk, release readiness, and quality signals
- Partner with AI/ML engineering teams to design and deploy models that reduce manual toil and accelerate delivery.
- Establish governance, safety, and ethical guidelines for AI usage in engineering operations.
Cross‑Functional Influence & Executive Communication
- Influence engineering, product, operations, and business leaders through data‑driven insights and technical clarity.
- Drive decision‑making frameworks that balance reliability, velocity, and architectural integrity.
- Provide executive‑ready communication on program health, risks, and strategic recommendations.
- Build alignment across organizations with competing priorities and complex dependencies.
Operational Excellence & Systems Thinking
- Define KPIs, SLIs/SLOs, and program‑level metrics that measure environment stability, data quality, and testing efficiency.
- Identify systemic bottlenecks and drive long‑term architectural and operational improvements.
- Champion automation, standardization, and tooling that increase developer velocity and reduce operational friction.
- Build scalable governance models that ensure consistency across hundreds of teams.
What You’ll Bring
- 10+ years of technical program management or engineering leadership experience.
- Deep understanding of distributed systems, cloud infrastructure, CI/CD, and platform engineering.
- Strong technical depth in environment management, data engineering, and large‑scale testing.
- Experience driving AI/ML‑enabled automation or intelligent engineering workflows.
- Ability to influence architecture and technical decisions across multiple organizations.
- Exceptional communication skills with the ability to simplify complex technical concepts for executives.
- Bachelor’s degree in computer science, Engineering, or related field (Master’s preferred).
Nice to Have
- Experience in retail, e‑commerce, supply chain, or large‑scale consumer platforms.
- Familiarity with Walmart’s tech stack, cloud platforms, and enterprise systems.
- Background in SRE, reliability engineering, or platform modernization.
- Experience with MLOps, feature stores, or AI observability.
