Colonial Pipeline is the largest refined products pipeline in the United States, transporting more than 100 million gallons or 2.5 million barrels per day. Colonial transports various grades of gasoline, diesel fuel, home heating oil, jet fuel, and fuels for the U.S. military through a pipeline system. Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans.
About the Manager Environmental Programs Position
Colonial Pipeline Company is seeking a Manager, Environmental Programs to support environmental compliance across the organization. This role will serve as a subject matter expert across air, water, waste, remediation, and related environmental program areas while managing a small corporate team.
The Manager, Environmental Programs will work with the Senior Manager, Environmental Programs to help refresh, strengthen, and deepen the company’s environmental programs, policies, and procedures. This position is ideal for a self-starter who can operate with broad guidance, collaborate across functions, and bring strong judgment to dynamic regulatory and operational situations.

- Lead the development, implementation, refresh, and continuous improvement of environmental governance programs, policies, and procedures.
- Assess the applicability of federal, state, and local environmental laws and regulations to Colonial Pipeline Company.
- Manage environmental compliance priorities across multiple stakeholders, disciplines, and program areas.
- Serve as a subject matter expert for air permitting, , water, and general environmental program-related compliance matters.
- Use change management principles, root cause analysis, and regulator negotiation skills to deploy effective environmental programs.
- Lead, coach, and support a small team while partnering with internal and external stakeholders.
- Apply project and financial management skills to support environmental program execution.
- Represent or support Colonial Pipeline Company in discussions with professional organizations on permitting and environmental program issues.
- Use environmental management systems, data management tools, spreadsheets, risk assessment, and statistical analysis to evaluate data and improve program outcomes.
- Communicate program status, risks, recommendations, and decisions clearly across organizational levels, including Board members and Executive Leadership.
What You Bring to the Table
- Bachelor’s degree in Engineering, Geology, Environmental Sciences, or another Natural Science related field.
- Minimum of 15 years of progressive experience in air permitting, environmental compliance, consulting, and/or environmental program work.
- Minimum of 10 years of experience in the oil and gas industry.
- At least 5 years of supervisory or people leadership experience.
- Working knowledge of federal, state, and local environmental laws and regulations.
- Advanced understanding of Chapter 40 of the Code of Federal Regulations and applicable state and local regulations.
- Strong interpersonal, written, verbal, listening, facilitation, and presentation skills.
- Intermediate technical understanding of pipeline equipment and operations.
- Ability to manage ambiguity, adapt to change, prioritize effectively, and make independent decisions without complete information.
- Ability to work independently with broad guidance and stakeholder input while building collaborative relationships internally and externally.
Skills That Set You Apart
- Master’s degree in Engineering, Geology, Environmental Sciences, another Natural Science related field, or MBA.
- Formal Incident Command System training, such as ICS 100, 200, 700, or position-specific ICS training.
- Environmental professional certification such as PE, PG, CHMM, PMP, REM, or similar.
- Pipeline, utilities, transportation, or energy industry experience.
- Air permitting expertise, wastewater compliance expertise, or broader environmental compliance experience in a corporate setting.
- Experience refreshing environmental programs or establishing programmatic policies and procedures.
- Experience using compliance platforms such as Enablon or an equivalent enterprise environmental management system.
- Strong skills in data evaluation, spreadsheet manipulation, database improvement support, risk assessment, and statistical analysis.
- Professional presence, resilience, accountability, and composure in emergency, conflict, or high-pressure situations.
