Salary Range: $84,489.50
Basic Purpose
This position is in the Environmental Branch, Construction and Facilities Management Office, Oklahoma Military Department Headquarters. The incumbent serves as the senior state employee in the Environmental Management Branch and is responsible for supervising and managing the State’s interests in complying with Federal, state, and local environmental laws, regulations, and policies.
The incumbent assists the Federal Program Manager as a technical expert on the National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), air quality, water quality, land protection, natural resources, cultural resources, and other environmental subject areas. The incumbent ensures that all expenses incurred in support of Master Cooperative Agreement (MCA), Appendix II, are authorized, reasonable, and allowable. The position supervises state personnel engaged in work directly related to the Oklahoma Military Department environmental program.
The purpose of this work is to manage, plan, monitor, assess, and execute State Army National Guard (ARNG) environmental programs for the Oklahoma Military Department. Work includes establishing guidance and policy for the state program; assessing program effectiveness; providing advisory services to the Federal Program Manager and other state personnel; and resolving complex, widespread environmental issues. The work directly affects and influences activities throughout the Oklahoma Military Department and Oklahoma Army National Guard.
Typical Functions
- Serves as the primary state employee in the Environmental Branch and as the subject-matter expert for MCA Appendix II. Remains current on Federal and state fiscal-law requirements, Master Cooperative Agreements, and authorized reimbursements supporting Appendix II.
- Supervises state employees assigned to the environmental program; assigns, directs, and reviews the work of technical personnel; determines appropriate work methods and procedures; establishes performance standards; conducts formal performance appraisals; approves or disapproves leave; develops and conducts training programs; and provides informal training to broaden employee skills.
- Prepare formal requests and recommendations for promotions, incentive awards, reassignments, disciplinary actions, and the annual state pay plan. Keeps subordinates informed of human-resources programs. Implements regulatory safety and health requirements and ensure subordinates use appropriate safety equipment and follow applicable safety precautions.
- Manages the State Military Department environmental program and supports tenants. Responsibilities include implementing and monitoring programs addressed in ARNG regulations, directives, and policy guidance, including air and water quality management and permitting; NEPA; Installation Compatible Use Zones (ICUZ); solid and hazardous waste disposal and handling; pollution prevention and control; polychlorinated biphenyl (PCB) management; underground storage tank (UST) management; the Environmental Compliance and Assessment (ECAS) Program; IRP; cultural and natural resources management; threatened and endangered species; and historic and archaeological resource management.
- Interprets and recommends implementation of policies and directives for the state environmental program. Directs reviews of plans, specifications, designs, and related documents to ensure conformity with environmental standards. Directs the development and management of detailed operating plans and state regulations. Provides environmental-compliance guidance for the operation and maintenance of ARNG facilities and utility systems, including solid and hazardous waste disposal and fuel storage and dispensing.
- Develops regulations, directives, and management plans based on agency directives and broad policy to establish and maintain a state environmental program that complies with Federal, state, and local regulations.
- Coordinates agency-level environmental plans, programs, and projects. Serves as the primary point of contact with regulatory agencies on environmental matters; civilian authorities on installation-project developments affecting surrounding communities under NEPA; and Federal, state, and local agencies regarding air- and water-quality construction, toxic and hazardous-waste permits, and other environmental projects. Coordinates initial and continuing IRP efforts.
- Directs surveys, inspections, and evaluations to identify deficiencies and initiate corrective actions. Reviews and recommends corrective actions and coordinates with the National Guard Bureau (NGB) on Notices of Violation, compliance orders, notices of noncompliance, and other environmental violations.
- Implements, administers, and maintains records for the hazardous-waste-management training program for State ARNG personnel. Responsibilities include oversight of the hazardous-waste-management program; development and maintenance of a Hazardous Waste Management Plan; and direction of inspections and maintenance for hazardous-waste accumulation areas at ARNG facilities.
- Manages the environmental-permit program, including air permits; wastewater-discharge permits; pretreatment-discharge permits; drinking-water permits; and hazardous-waste storage, disposal, and transportation permits.
- Directs reviews of environmentally related actions involving work requests, real-property actions, and proposed changes for environmental impacts. Directs reviews of designs and projects for environmental compliance and correction of environmental deficiencies.
- Assists the Program and/or Activity Manager with annual budget development and submission, as well as the five-year budget-development process. Works with training sites and other staff members to develop executable projects for the next fiscal year. Supports development, prioritization, and annual review of the five-year budget-execution program.
- Follows established ARNG procedures for coordination with interagency partners, including state and local agencies, on land, facilities, environmental plans, and disagreements. Refers technical disputes that cannot be resolved by ARNG headquarters, state or regulatory agencies, and/or the regional Environmental Protection Agency (EPA) office to NGB Headquarters.
- Ensures that Notices of Violation and/or fines issued by regulatory agencies are reported immediately to the Program or Activity Manager.
- Performs other duties as assigned. Such duties normally will not exceed 20 percent of the employee’s annual 1,740 work hours, will support agency mission requirements, and should contribute to the employee’s career development and future advancement.
Knowledge, Skills, and Abilities
- Knowledge of environmental-program principles and procedures applicable to a broad range of functional areas, including solid and hazardous waste management; air and water quality management; pollution prevention and control; PCB management; underground storage tank management; installation restoration and remediation; and environmental compliance and assessment.
- Skill in applying environmental-program knowledge to resolve complex environmental-protection issues, including investigations, inspections, and environmental oversight, when procedures require frequent modification or adjustment to meet State ARNG program requirements.
- Knowledge of environmental statutes, regulations, permitting requirements, and precedent decisions governing environmental operations sufficient to plan, implement, and monitor State ARNG environmental programs and services.
- Ability to modify or adapt established environmental methods and procedures to solve problems; evaluate and adapt new methods to meet environmental requirements in specific state circumstances; and revise standard methods to improve or expand environmental-administration and management systems within the state.
- Ability to manage, administer, and/or coordinate a variety of State ARNG environmental issues sufficient to provide advisory services, conduct program evaluations and environmental training, negotiate, and resolve issues related to environmental programs, projects, and functions.
Education and Experience Requirements
Requirements consist of either:
- A master’s degree in physical, natural, biological, geological, or hydrological science; engineering; environmental science; environmental health; geography; or a related field, and three years of professional experience in one of these areas; or
- A bachelor’s degree in one of these areas and five years of professional qualifying experience.
Licenses/Certificates Required
Valid driver’s license.
