About this Position
Reporting to the Commercial Director, the Project Controls Manager provides leadership and oversight for the project controls function on the project, ensuring that scope, cost, schedule, progress measurement, earned value, forecasting, and change management are implemented consistently and accurately across all Canadian Projects.
This role translates field and engineering information into reliable project performance reporting and actionable insights. The Project Controls Manager supports commercial performance management, identifies emerging risks and opportunities, and drives timely corrective actions with the project team.
The Project Control Manager mentors Project Controllers, Schedulers and establishes practical tools, templates, standards and routines that improve data quality, decision making, and compliance with client and corporate controls requirements.

- Maintain a safe and organized workspace, including when working at project sites and in office environments.
General Responsibilities
- Build a thorough knowledge for multiple projects' scope, estimate, schedule, deliverables, and contract requirements; ensure controls are aligned with the contract, client procedures and internal standards.
- Establish and maintain the project controls system for cost, schedule, progress measurement, and performance monitoring; ensure client and corporate reporting requirements are complied with.
- Manage the preparation of baseline cost and schedule controls, including WBS/CBS alignment, control budgets, and control estimates; ensure effective coding and chart of accounts structures.
- Establish and maintaining a project Chart of Accounts and coding structures to support cost control, forecasting, and reporting.
- Review reports including daily/weekly progress, monthly cost and schedule forecasts to completion, productivity (earned vs. burned), cash flow projections, man-hour reports (planned vs actual), and quantity/commodity curves.
- Oversee the updating and tracking of project costs and schedules.
- Own and maintain change management controls: manage the change control log, support early identification of changes, and ensure timely submission/processing per client change management systems in line with internal standards.
- Lead earned value application and analysis across all applicable projects; analyze variances, identify drivers, and work with the project team to develop remediation plans.
- Oversee cost commitments versus budget, forecasting, and reconciliation of project costs; verify project coding and cost allocations for accuracy.
- Support pre-bid assessments with Estimating and Area/Project Managers to ensure full alignment with client reporting deliverables, baseline setups, and internal reporting procedures before project award.
- Support contract administration activities as needed (correspondence, meetings, documentation, closeout requirements) and provide commercial inputs to claims support where required.
- Coach and mentor project controls team; review work outputs for quality and provide training on systems, reporting, and controls expectations.
- Interface with Clients and internal leadership to support reporting, forecasting, change management, and commercial performance discussions within established limits of authority.
- Oversee the development of project budgets and corporate quarterly forecasts working in unison with corporate and site team members.
- Other duties as assigned.
Travel Requirements
- This position has the requirement for regular and ongoing travel to project sites within Canada, and sometimes the USA.
Supervisory Responsibilities
- Directly supervises Lead Project Controllers, Project Controllers, Document Controllers and Schedulers where assigned; review work, provide mentoring, technical direction, and performance feedback.
- Manage third-party subcontractors / consultants supporting project controls deliverables as required.
- Manage in-direct site reports Lead Project Controllers, Project Controllers, Document Controllers and Schedulers where assigned; provides mentoring, and technical direction.
Education and Experience
- Degree or diploma from a recognized business, technical, engineering, or construction management program (or equivalent combination of education and experience).
- 15+ years of progressive experience managing project controls, cost control, project accounting, or commercial controls in mining/heavy industrial/construction environments.
- Demonstrated experience establishing project controls systems, forecasting, earned value, and change management on large and complex projects.
- Working with Tier 1 Mining clients is and asset.
- Professional designation (PMP/CPA/CMA/MBA) considered an asset.
Skills, Knowledge and Abilities
- Demonstrated leadership capability: coaching, mentoring, setting standards, and reviewing deliverables for quality and consistency.
- Flexible, with solid interpersonal skills for working in a diverse environment.
- Proven ability to gather and validate and coordinate information from construction sites to accurately report commodity installation progress throughout the project duration.
- Strong analytical and problem-solving skills; high attention to detail with an ability to prioritize workload and meet deadlines.
- Experience in Project Controls and Management Software: Microsoft, PowerBI, P6, Ineight,
- Excellent verbal and written communication skills; able to tailor reporting to site management teams, engineering, corporate management, and clients.
- Ability to work effectively with minimal supervision, while collaborating across Engineering, Operations, Commercial, Finance, Procurement, and Clients.
- Demonstrated leadership capability: coaching, mentoring, setting standards, and reviewing deliverables for quality and consistency.
- Strong commercial awareness: understanding of contract requirements, risk, and change drivers; ability to support delay claims preparation and rebuttal documentation where required.
