[What the role is]

Join the CPD team in SWDA. We drive SWDA’s corporate strategy and governance, track the organisation’s performance outcomes and facilitate international and bilateral engagements to advance SWDA’s strategic priorities.

[What you will be working on]

The Principal Manager in the Corporate Planning Division within the Skills and Workforce Development Agency (SWDA) will take on, as well as support the Team Lead in guiding the team on work areas such as:

  • Managing SWDA’s corporate planning cycle and developing SWDA’s corporate workplan

  • Conceptualizing, tracking and reporting key performance metrics and outcomes

  • Facilitating and/or representing SWDA in international engagements to build strategic partnerships and foster knowledge exchange

  • Managing and coordinating key Board activities and requirements

We are looking for a proactive, driven and results-oriented individual with strong writing, presentation and stakeholder management skills. The candidate should also be meticulous and capable of synthesizing complex information into clear recommendations, adept at managing multiple priorities in a fast-paced and dynamic environment, and be able to guide and mentor teammates in their work.

The Principal Manager will directly lead and deliver more complex projects as an individual contributor, while supporting the Team Lead in guiding and mentoring teammates in their work in the following areas:

Corporate Planning

  • Shape and drive SWDA’s corporate strategy in support of national and Ministry priorities.

  • Lead SWDA’s corporate planning cycle, translating long-term goals into coherent organisational plans and outcomes.

  • Facilitate senior management retreats and drive internal communications to build organisational understanding, alignment, and ownership of SWDA’s strategic direction.

  • Continuously strengthen corporate planning frameworks and processes to enhance organisational agility, effectiveness and impact.

Performance Management

  • Drive SWDA’s corporate performance architecture through the design and oversight of enterprise-wide theories of change, and development and tracking of performance indicators.

  • Report on data-driven insights and provide a consolidated view of organisational performance to support senior management decision-making and strategic reviews.

  • Monitor and evaluate progress against corporate priorities and communicate organisational performance and impact.

International Relations

  • Develop and manage SWDA’s international and regional engagement strategy, fostering strategic partnerships and representation at key forums (e.g., ASEAN).

  • Identify and advance opportunities for international cooperation, knowledge exchange and stakeholder engagement to support SWDA’s strategic priorities.

  • Conduct horizon scanning and environmental analysis to identify emerging trends, best practices, and opportunities relevant to SWDA’s work.

  • Manage international engagements and visits, including coordination with government agencies on diplomacy and protocol matters.

Leadership and Governance Platforms

  • Steward and provide secretariat support for key leadership and governance platforms, including Board and Senior Management meetings to support robust decision-making and execution.

  • Ensure effective Board governance, including Board appointments, induction, remuneration and reviews to ensure compliance with public sector governance frameworks.

[What we are looking for]

  • Strong analytical and problem-solving skills, with the ability to synthesise and communicate complex information into clear and actionable recommendations.

  • Excellent written and verbal communication skills, with the ability to engage, influence and collaborate effectively with senior stakeholders including senior management, Board members, Ministries and external partners.

  • Proven ability to navigate ambiguity and manage multiple priorities in a fast-paced environment, while maintaining a high level of accuracy and attention to detail.

  • Experience in corporate planning, performance management, data analytics and/ or international engagement would be advantageous.

Principal Manager: At least 9 years of relevant work experience in corporate planning.

Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
