Description

Primary Reason Why Classification Exists

Provides professional engineering and project management and is responsible for the planning, design, review, and coordination of municipal infrastructure and capital improvement projects.


Distinguishing Features of the Class

Responsibilities include coordinating engineering activities with consultants, contractors, developers, utility providers, regulatory agencies, and City departments; reviewing engineering plans and technical documents; monitoring project progress; and assisting with contract administration and regulatory compliance. The incumbent exercises independent judgment in applying established engineering principles and standards while receiving guidance on complex or unusual assignments. Work is performed under the general direction of the Water Resources Director, with independence and professional judgment. This position provides direct supervision to the Project Coordinator position.

Illustrative Examples of Work

  • Manages Public Works and Water Resources capital improvement projects, including project scheduling, budgeting, consultant coordination, construction administration, and project documentation
  • Assists the Planning Department in reviewing residential, commercial, industrial, subdivision, and other development plans for compliance with City ordinances, engineering standards, design criteria, and applicable federal, state, and local regulations
  • Assists the Planning Department with the Stormwater Management Program (MS4) and the City’s industrial storm water plan
  • Reviews engineering plans, specifications, permits, and technical documents to verify that infrastructure requirements are adequately addressed
  • Monitors engineering and construction projects during design and construction to ensure compliance with approved plans, specifications, schedules, budgets, contract requirements, and quality standards; documents findings and recommends corrective actions as needed
  • Monitors project schedules, budgets, consultant and contractor activities, contract administration, construction progress, documentation, and regulatory compliance to support the successful delivery of capital improvement projects
  • Coordinates with consultants, contractors, utility companies, developers, regulatory agencies, and City departments to facilitate project planning, design, construction, and implementation
  • Assists with contract administration including the review of change orders, payment applications, project documentation, and contract compliance
  • Conducts site visits and construction inspections to monitor project progress, document field conditions, verify compliance with approved plans and specifications, and identify potential issues for resolution
  • Reviews project documents, engineering plans, specifications, shop drawings, and submittals, and provides technical recommendations to ensure compliance with project requirements and City standards
  • Participates in professional groups and committees
  • Attends, makes presentations during, and facilitates internal and external meetings as needed
  • Manages, directs, and evaluates the work of the Project Coordinator position
  • Perform other related duties as assigned

Knowledge

  • General knowledge of the principles and practices of civil engineering
  • General knowledge of engineering design, construction methods, and inspection procedures
  • General knowledge of Computer applications used in engineering including Microsoft Office, GIS, AutoCAD Civil 3D, or similar software
  • General knowledge of project management, construction administration, and development review
  • General working knowledge of local government operations and applicable federal, state, and local regulations
  • General knowledge of methods for preparing and reviewing engineering plans, specifications, reports, and technical documents


Skills

  • Reviewing engineering plans, drawings, specifications, and technical documents
  • Performing project coordination, scheduling, documentation, and construction activities

  • Preparing basic engineering reports, correspondence, and project documentation

  • Work independently on assigned tasks; receive guidance on more complex assignments
  • Establish and maintain positive working relationships with others

Physical Requirements

This is a medium duty position requiring the ability to sit, stand, walk, and work at a computer for extended periods; operate standard office equipment and field inspection tools; and occasionally bend, stoop, climb, reach, and lift or carry items weighing up to 25 pounds, such as plans, documents, and equipment. The employee must have the ability to inspect construction sites and public infrastructure projects, which may require walking over uneven terrain, gravel, slopes, and other variable surfaces.


Working Conditions

Work is performed in a combination of office and field environments. The employee may be exposed to active construction sites, outdoor weather conditions, traffic, noise, dust, and other conditions associated with infrastructure inspections and project management activities. The position requires occasional travel to project sites, meetings, and other locations and may require the use of personal protective equipment (PPE) when visiting construction areas. The employee must be able to communicate effectively and work collaboratively with City staff, consultants, contractors, developers, regulatory agencies, and the general public.


Education, Experience, and Special Requirements

  • Bachelor’s degree in civil engineering from an accredited college or university
  • 4-6 years of progressively responsible experience managing engineering, construction, or municipal infrastructure projects 
  • Registration as a Professional Engineer (PE) in North Carolina
    • Valid North Carolina driver's license
