Description

Under general direction, serves as the manager of the facility and grounds maintenance, custodial and other facility maintenance operation services for the organization. Performs a variety of developmental, oversight, supervisory functions as well as performing or overseeing unskilled, semi-skilled, and skilled construction, repair, and maintenance functions involved in the provision of various facilities maintenance operations services.

Distinguishing Characteristics:

This is a single class position in the Facility Operations Management series. Performs the most difficult and responsible types of duties assigned to classes within this series including providing lead supervision over lower-level departmental staff, special project assignments, training and supervision for the supplemental work force, and assisting in assigning, monitoring, and inspecting the work performed by assigned personnel. Employees at this level are required to be fully trained in all procedures related to their assigned area of responsibility. Receives broad guidance from the County Manager in support of the policy and administrative direction of the Board of Commissioners. This position is at-will serving at the pleasure of the County Manager.

Supervision Exercised and Received:


Under General Direction - Incumbents at this level have significant responsibility in the application of departmental policy, and they follow general guidelines of professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, changing methods of their assigned work unit, established operations, or departmental policy. Supervision is minimal, indirect, and usually limited to technical oversight.

  1. Determine the recruitment and selection of staff. 
  2. Effectively manage department staff by evaluating and analyzing operational issues, implementing solutions, prioritizing, and assigning tasks and projects; reviews the work of staff to ensure quality and timely accomplishment of assigned duties and responsibilities; conduct performance evaluations; listen, respond and resolve staff problems, concerns, and complaints; undertake disciplinary action as required.
  3. Be available to field requests for service and determine appropriate actions and personnel to ensure call-back issues are resolved in a timely manner.
  4. Develop, implement, and manage work rules and performance standards; develop plans for achieving program objectives and operational goals; develop short and long-term plans; develop and implement project management systems; ensure appropriate scheduling of staff to ensure proper operational coverage.
  5. Oversee training of staff to ensure optimal performance of department operations.
  6. Communicates and initiates discussions with public/customers on a regular basis regarding maintenance and operational activities; responds to and resolves concerns expressed by customers; communicates with public, government agencies, vendors, contractors, and others to coordinate operations and maintenance of buildings, equipment, and related appurtenances.
  7. Oversee the preparation and justification of departmental budget(s) based on staffing, resource requirements and plans, goals, and objectives; control expenditures within delegated authority and ensure adherence within approved budget allocations.
  8. Confer with administrative and technical personnel and personnel of other agencies to coordinate departmental activities.
  9. Deliver oral presentations to various organizations, events, and community groups; coordinate communication and responses to media.
  10. Manage capital replacement policies and procedures to ensure cost effective operations, consideration of environmental and cost sustainability goals, and service of user needs; work with user organizations for specification of replacement of equipment; follow County procedures for sale of required units; and document equipment life cycles as required by NRS documentation statutes.
  11. Administer an automated work order system; update and improve the system as appropriate; develop and administer work procedures to ensure consistent and acceptable levels of productivity of staff.
  12. Maintain the computerized operational recordkeeping system; monitors data applying industry standards; interprets and evaluates operational data; evaluates new developments in materials, tools, and equipment to recommend or deny purchase; completes paperwork and prepares reports regarding cost records, work logs, etc.
  13. Manage contractors and contracts for service.
  14. In consultation with Human Resources, interpret County policies. Interprets methods and develops specific operating procedures related to area of responsibility; delegates functional activities to employees; establishes supervisory schedule to ensure quality, timely decisions required to provide continuous service to the public, and safe working environment for staff.
  15. Represent the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Knowledge, Skills, and Abilities: (KSAs are the attributes required to perform a job; generally demonstrated through qualifying experience, education, or training.)

Knowledge of: 


  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Principles and practices of contract and project management.
  • Methods, materials, tools, equipment, practices, and procedures used in construction and maintenance of public facilities and operations.
  • Proper operation of equipment and vehicles used in facilities maintenance operations.
  • Measuring techniques and arithmetic calculations.
  • Budget preparation and administration.
  • Laws and regulations pertaining to facilities maintenance.
  • Safe work methods and safety regulations pertaining to the work.


Skill to:


  • Diagnose and repair malfunctions in facilities maintenance operations.
  • Communicate effectively in oral and written forms.
  • Plan, direct, and review the work of others on a project or day-to-day basis.
  • Instruct others in work procedures.
  • Properly operate equipment and vehicles.
  • Calculate realistic cost estimates for facilities projects.
  • Personally operate or oversee others in the operation of a variety of equipment and tools related to facilities projects and operations.


Ability to:


  • Perform and/or oversee a variety of unskilled, semi-skilled, and skilled manual maintenance and construction tasks for extended periods of time.
  • Understand and apply diagrams, blueprints, schematic drawings, and applicable codes.
  • Plan, direct, supervise, and evaluate the work of staff.
  • Work effectively under the pressure of deadlines, conflicting demands, and emergencies.
  • Establish and maintain effective working relationships with all levels of County staff, elected officials, and the general public.
  • Analyze policies, regulations, projects, activities, and methods.
  • Select alternatives.
  • Project the consequences of proposed actions.
  • Understand, interpret, and apply laws and regulations.
  • Communicate effectively both orally and in writing.


Required Certifications and Licenses:

  • Possession of a valid driver’s license or alternate means of travel. 

  • Ability to pass a Sheriff’s Office grade background check. 

  • OSHA 30-Hour Construction Training certification within 15 days of the date of employment in accordance with NRS 618.983(2). Forklift Certification.


Experience and Training: 

Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:


Possession of a bachelor’s degree in business administration or a field related to the work; and four (4) years of experience in maintenance and construction of facilities with at least two (2) years in supervision or management.


OR


Four (4) years of experience as a Facility Operations Coordinator and two (2) years of experience as a Facility Operations Supervisor for Humboldt County.

Experience and Training: Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:

Possession of a bachelor’s degree in business administration or a field related to the work; and 5 years of experience in maintenance and construction of facilities, 2 years of which was in a supervisory role; or any combination of training and experience that would demonstrate the desired knowledge and abilities of the position.
