Description
The Securities and Futures Commission (SFC) is seeking a strategic, hands-on Chief Technology Officer to lead its technology foundations and engineering capability.
The CTO will translate the SFC’s enterprise technology strategy into a secure, modern and resilient architecture and delivery roadmap across engineering, cloud, infrastructure, data and AI platforms.
This is a leadership role for someone who can protect critical services while building reusable platforms and engineering capability for a more technology-enabled regulator.
Duties & Responsibilities:
Technology strategy and architecture
- Partner with the CIO and senior stakeholders to shape the technology strategy, target architecture and multi-year roadmap.
- Set pragmatic enterprise principles, standards and governance across software, integration, cloud, infrastructure, data and AI.
- Modernize the technology estate so platforms are secure, interoperable, scalable and resilient.
Engineering, data and AI platforms
- Build and lead a high-performing engineering organisation with strong ownership of secure development, testing, release management and operations.
- Establish common engineering platforms and developer tooling, including CI/CD, infrastructure as code, secrets, artefact management and supply-chain controls.
- Embed DevSecOps, site reliability engineering, quality engineering and observability across the delivery lifecycle.
- Build and operate an end-to-end governed data and AI platforms for the organisation.
- Deliver reusable APIs, data products and AI services that strengthen regulatory and supervisory capabilities.
Cloud, infrastructure and resilience
- Lead resilient cloud, infrastructure, network, identity, compute, storage, database and operational tooling services.
- Strengthen resilience for critical services through clear ownership, tested continuity and recovery plans, capacity management, monitoring and meaningful metrics.
- Establish cloud governance, automation, and reliability engineering to improve speed, security and cost transparency.
- Work with Cyber Security to embed secure-by-design controls and strengthen supplier governance, knowledge transfer and exit planning.
Requirements:
- 15+ years of senior technology leadership in financial services, market infrastructure, government, regulation, or other complex, mission-critical environments.
- Proven ability to lead enterprise-scale engineering, architecture, infrastructure, cloud, data, and AI teams.
- Deep expertise in modern engineering, cloud-native architecture, DevSecOps, SRE, observability, and secure delivery.
- Experience governing data platforms, AI, machine learning, and generative AI in production.
- Strong track record in modernization, service reliability, disaster recovery, supplier risk, cybersecurity, and privacy.
- Mission-led, pragmatic, and delivery-oriented, with sound judgment under pressure and the ability to simplify complex issues.
- Excellent senior stakeholder and collaboration skills, with credibility across technology, policy, supervision, enforcement, risk, finance, HR, regulators, industry bodies, and ecosystem partners.
Desirable experience:
Experience in capital markets, securities services, regulatory or supervisory technology, Hong Kong financial services or public sector environments would be advantageous. Experience in virtual assets, tokenisation or digital-market infrastructure is also desirable.
