The City of Eugene Public Works Engineering Division is recruiting for a Civil Engineer 1/2. The Civil Engineer 1/2 performs complex professional engineering work in the planning, investigation, and design of public works projects. The successful candidate will be involved in a wide range of infrastructure projects; candidates with transportation experience are strongly encouraged to apply.
This position was recently created on the Traffic Engineering Team to provide technical expertise and support for the various teams within Public Works Engineering such as Capital Projects Design and Construction, Transportation Planning, and Development Review. This position will also collaborate with other City Departments on transportation-related topics and interact with the development community through permitting, plan review, and traffic impact analysis review. Assignments require the use of judgment and initiative in developing solutions to problems, interpreting technical documents, implementing general policies, and evaluating transportation network priorities.

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

- Collaborates on the design and preparation of plans, specifications, schedules and cost estimates for public works projects with a focus on street improvements, bike paths, traffic signals, illumination projects, traffic calming, safety projects, striping, and signing plans.
- Performs traffic studies and analyzes the transportation system for safety and capacity issues using a data-driven approach. May include using modeling software, performing crash analyses, analyzing multimodal activities, and assessing intersection level of service.
- Provides transportation-focused technical and professional engineering expertise, coordination, management and/or support for the planning, design, and construction of capital improvement projects.
- Reviews public improvement plans to ensure compliance with Federal, State, and City ordinances, specifications, and codes.
- Acts as lead representative for public works projects to other City Departments, Divisions, Sections, and with outside public agencies, consultants, engineers, developers, and contractors, and the public.
- Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.
- Leads and participates as part of a team working with partner organizations, citizens and neighborhood groups developing design concepts for infrastructure projects and helping to ensure transportation projects reflect community goals.
- Helps develop and implement City standards, policies, requirements, and procedures.
- Selects and manages consultants providing services for project related work, master planning, and other services as needed.
- Reviews transportation studies conducted by consultants.
- Collaborate with colleagues and stakeholders to prepare studies and implement long-range transportation system planning.
- Provides assistance to engineering staff regarding land development issues and staff designers regarding infrastructure design; reviews as-built plans to ensure compliance with original plans and specifications.
- Prepares and administers project budgets, contracts, and grant agreements with consultants and outside agencies.
- Participates in ensuring Division/Departmental implementation of, and adherence to, the City's Affirmative Action and Diversity Work Plans and Diversity initiatives.
- Operates vehicles safely and legally.
- Actively supports and respects diversity in the workplace.
- Performs related and other duties as assigned.

Minimum Qualifications
Education
Bachelor's degree from an ABET accredited college or university with major course work in Civil Engineering or a related field.
Background
Must pass a background check.
License
Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Experience (CE1 or CE2)
Civil Engineer 1
- Two years of directly related civil engineering experience; and
- Possession of a State of Oregon Fundamentals in Engineering (EIT) certificate.
Civil Engineer 2
- Five years of professional civil engineering experience including one year of supervisory experience; and
- Possession of a State of Oregon Certificate of Registration as a professional engineer, or ability to obtain by reciprocity within 6 months of hire date.
The ideal candidate will have the following knowledge, skills, and abilities
Knowledge of:
- Principles and practices of civil engineering as applied to the design and construction of public works infrastructure improvements.
- Methods, materials, and techniques used in the construction of public works and utilities projects.
- Modern developments, current literature, and sources of information regarding multimodal transportation, traffic safety, engineering, and construction.
- Engineering design, drafting, and modeling software.
- Traffic Impact Analysis, Oregon’s Transportation Planning Rule, Climate-Friendly and Equitable Communities and Vision Zero
- Americans with Disabilities Act (ADA) and the Public Right-of-Way Accessibility Guidelines (PROWAG). Experience evaluating and designing curb ramps, traffic signals, and pedestrian crossings for compliance with current accessibility standards and guidelines.
Skills and Abilities to:
- Analyze problems, identify alternative solutions, determine potential consequences of proposed actions, and implement recommendations in support of goals.
- Coordinate complex engineering designs, project management, and computations; prepare engineering plans and studies with minimum supervision.
- Interpret, apply, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations
- Conduct engineering research; write technical reports. Communicate clearly and concisely, both orally and in writing.
- Establish and maintain cooperative working relationships with those contacted in the course of work.

Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
