The Vice President, Chief of Staff is the principal manager of the Office of the President, directly supporting the President, President’s staff, and Bank leadership teams. This executive role drives strategic and operational excellence, ensures the President’s priorities are executed efficiently, and fosters strong governance across the Bank. The Chief of Staff acts as the President’s chief internal decision-maker for administrative matters, oversees executive support staff, and serves as a liaison to internal governance bodies and Federal Reserve System committees.

Key Responsibilities

  • Serve as the principal manager of the Office of the President, overseeing administrative staff and ensuring consistent, high-quality executive support.
  • Act as the President’s chief internal decision-maker for administrative matters (calendar, travel, schedule, reporting).
  • Attend and participate in meetings of the Bank’s internal governance bodies (Executive Leadership Committee, Senior Leadership Committee, Senior Officer Team) as directed by the President.
  • Supervise and evaluate senior executive assistants, ensuring effective workflows and service delivery.
  • Assist the President in compliance with laws, rules, and policies regarding conflicts of interest, investment and trading activities, financial transactions, reporting and disclosure requirements.
  • Oversee the President’s schedule of internal and external meetings, events, and appearances, setting priorities and coordinating related travel.
  • Act as administrative liaison to any System Committees the President leads or participates in; ensure the President is appropriately briefed and prepared for all meetings.
  • Collaborate with the Corporate Secretary and Communications & Engagement to coordinate board communications, collect engagement metrics, and provide monthly reports to the Board of Directors.
  • Support the Office of Corporate Secretary as needed in the Board of Directors’ annual evaluation of the President and in the quintennial assessment and reappointment process.
  • Plan and execute stakeholder meetings (including “zone tours”) and other engagements with key stakeholders.
  • Lead strategic and operational initiatives/projects on behalf of the President and executive leadership; facilitate communication across the organization for departmental projects and corporate initiatives.
  • Represent the President when appropriate and perform other duties as assigned by the President or on the President’s behalf.

The Ideal Candidate

  • Demonstrated excellence in leadership and relationship management within complex organizations with multiple stakeholders.
  • Extensive experience advising and collaborating with executive leadership, preferably in public policy, financial services, regulatory, or similar industries.
  • Strategic thinker with strong program and project management skills and a data-informed approach to decision making.
  • Deep interest in public service and commitment to the mission of the Federal Reserve System.
  • Proven ability to work collaboratively in business teams and influence at all levels.
  • Exceptional written and oral communication skills, able to engage with all levels of the organization and external constituents.

General Requirements

  • Bachelor’s degree required; graduate degree preferred. Relevant, sustained experience may substitute for education.
  • Minimum of 10+ years of relevant work experience, including leadership of cross-functional teams.
  • Experience leading major functions within a business unit or regional/global business function.
  • Advanced strategic thinking, change leadership, project/program management, and executive risk management skills.
  • Strong operational leadership and analytical thinking; ability to manage large teams and complex business needs.
  • Commitment to data management and analytics maturity, innovation, and continuous improvement.
  • Ability to travel as required (up to 20%).

Key Performance Indicators (KPIs)

Success in this role will be measured through outcomes that demonstrate effective executive support, governance, strategy execution, stakeholder engagement, compliance, and team leadership. Initial KPIs include:

  • Governance & Preparation: At least 95% of governance and system committee meetings have complete briefing materials provided ≥48 hours in advance; ≥90% of meeting action items closed within agreed timelines.
  • Board Reporting: Monthly President activity reports delivered on schedule with zero material omissions; annual evaluation and reappointment support completed with no compliance exceptions.
  • Executive Calendar & Prioritization: ≥90% of priority engagements scheduled within target windows; travel and logistics optimized to meet cost and time objectives.
  • Stakeholder Engagement: Execute planned “zone tours” and key stakeholder visits per annual plan; achieve ≥85% satisfaction in post-engagement surveys from internal/external stakeholders.
  • Compliance Support: Zero violations related to conflicts of interest, investment/trading activities, and required disclosures; all attestations completed on time.
  • Strategic Execution: ≥85% of President-level initiatives and enterprise OKRs on track or achieved each quarter; quarterly progress reports delivered to senior leadership.
  • Internal Communications: Achieve target engagement rates for President communications (e.g., town halls, messages) and ensure alignment with external messaging.
  • Data & Innovation Maturity: Year-over-year improvement in data governance and analytics adoption metrics; reduce pilot-to-production cycle time by 20% for innovation initiatives.
  • Team Leadership & Talent: Maintain ≥85% engagement scores for executive support staff; maintain healthy retention and succession pipeline; documented coaching/mentorship outcomes.
  • Operational Excellence: Continuous improvement initiatives implemented with measurable cycle-time or quality gains; periodic audits reflect effective processes and controls.
