Job Summary

TYLin is seeking a Stormwater Engineering Designer to join our Richmond, VA-based Mid-Atlantic team. The Engineering Designer will support the planning, design, and implementation of innovative stormwater, water, and climate resiliency infrastructure projects for the City of Richmond and communities throughout Central Virginia. The successful candidate will work under the direction of the Program Manager to support the planning, design, and construction of municipal infrastructure projects.

This role will have a strong focus on Richmond-area stormwater and climate resiliency initiatives, including supporting the review of engineering plans and permit applications submitted to the City of Richmond, as well as projects for other local municipalities and agencies throughout Virginia.

Responsibilities & Qualifications

DUTIES AND RESPONSIBILITIES

• Support planning, engineering design, and consulting oversight for complex municipal infrastructure assignments, including condition assessments, project site visits, report preparation, hydraulic calculations, utility plans, technical specifications, and cost estimating.

• Prepare design and construction documents for stormwater, wastewater and water facilities, climate resiliency projects, and conveyance and treatment systems.

• Review engineering designs, bid packages, RFPs, and Statements of Work prepared by others as part of a program management role.

• Support projects from planning and design through construction, with a focus on delivering practical solutions for Richmond-area and Virginia municipal clients.

• Actively contribute to project teams, including providing peer mentorship to design and consulting staff.

• Support grant writing and funding procurement for infrastructure, stormwater, climate resiliency, and community improvement projects.

• Contribute to business development and growth opportunities with municipal clients and new projects across the Richmond and Central Virginia market, as well as the broader Virginia region.

QUALIFICATIONS (INCLUDING EDUCATION AND/OR JOB EXPERIENCE)

• Education: B.S. degree in Civil or Environmental Engineering preferred.

• Experience: Minimum 2+ years of experience in stormwater design and engineering, including studies, design, and construction services for municipal clients.

• Demonstrated experience developing designs and construction contract documents for complex infrastructure projects.

• VA DEQ Plan Reviewer certification required or ability to obtain within three months.

• Familiarity with Virginia stormwater regulations, municipal infrastructure, and local permitting processes preferred.

• Experience working with or supporting municipal clients in the Richmond/Central Virginia area is preferred.

Additional Information

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $74,000 - $105,000 annually for this position and local market.
