Mining Engineer / Mine Manager

Job Summary

Our client in the Gold & Precious Metals industry is seeking an experienced Mining Engineer / Mine Manager to lead mine safety, short-term mine planning, safe access, grade control, interim artisanal shaft-mining continuity, mine-to-plant feed control, and mining inputs supporting pilot operations and future scale-up decisions.

Key Responsibilities

1. Mine Due Diligence, Planning & Design

• Review available technical reports, workings, sampling, licence information, production records, safety records, equipment information and current working practices.
• Inspect the shaft, underground workings, access, ventilation, dewatering, ground conditions, hoisting, stockpiles, waste areas and plant-interface areas.
• Prepare short-term operating plans and rolling medium-term work programmes. Develop longer-term mining options only after an initial validated geological model, resource basis and geotechnical inputs are approved.
• Prepare practical work programmes, production targets and operating controls that are expressly subject to the available geological, geotechnical and grade-control evidence.
• Design or recommend mining methods only to the level supported by current information and identify data gaps that must be closed before expansion.

2. Safe Access & Ground Control

• Confirm legal and safe working areas, access controls, ground-control requirements, ventilation, dewatering and emergency arrangements.
• Conduct workplace inspections and risk assessments and maintain a mine-risk register.
• Implement and monitor ground-support systems and coordinate with the Geotechnical/TSF Engineer.
• Ensure compliance with HSE requirements, mining legislation and approved operating procedures.
• Stop unsafe work and escalate operational or safety risks immediately.
• Participate in emergency-response planning, incident investigation, mine-rescue interfaces where applicable, statutory inspections, emergency drills and dangerous-occurrence reporting in coordination with HSE.

3. Shaft Mining, VAT Continuity & Grade Control

• Prepare and maintain the short-term operating plan for safe, selective artisanal-scale shaft mining.
• Coordinate face sampling, grade control, ore/waste separation, stockpile coding, stockpile measurement, dispatch and feed-release controls.
• Maintain separate production, stockpile, feed, recovery, sales and reconciliation records for current artisanal shaft mining, VAT leaching and the 5 tph CIL/CIP pilot. Do not combine VAT-leach results with the pilot mass balance or use VAT recovery as a substitute for pilot metallurgical evidence.
• Define the mine-side chain of custody from working face to stockpile and from stockpile to plant feed, including source, tonnes, moisture where relevant, grade information, dilution, stockpile code, dispatch weights and feed approval.
• Coordinate interim feed with the VAT-leach operation while preserving separate VAT production and recovery records.
• Provide grade-control, mining recovery, dilution, mineability and reconciliation inputs to the QP Geologist and competent technical team for the initial geological model and any future resource or reserve work. Do not approve or represent a resource or reserve estimate outside the applicable competent-person and governance process.

4. Mine Upgrade & Underground Development

• Define mine-upgrade scope covering priority access, shaft or underground development, ground support, ventilation, dewatering, hoisting, critical equipment and grade control.
• Prepare contractor scopes and equipment requirements.
• Develop work packs for priority development headings and safety improvements.
• Coordinate mine access, restricted-access zones, outages and interface controls with plant construction and commissioning.
• Provide feed tonnes, grade range, dilution, moisture, fragmentation and blending assumptions for the 5 tph process-design basis.

5. Exploration & Resource-Definition Interface

• Coordinate with Geology on drilling, sampling, structural information, target ranking and mineability.
• Provide mining input to RC/DD access, underground exposure, drilling locations, rehabilitation and target ranking.
• Maintain a data-gap register for mine planning and identify information required for the initial resource model and short-term mine plan.
• Review geological interpretations, assays, geotechnical information and grade-control results as they become available.

6. Pilot Feed, Reconciliation & Scale-Up

• Define the controlled pilot-feed source and contingency feed.
• Reconcile mined tonnes, plant-feed tonnes, head grade, moisture, dilution, recovered ounces, tailings grade and stockpile movements with the Metallurgist / Process Engineer.
• Maintain daily, weekly and monthly variance reporting for tonnes, grade, development, dilution, availability, labour, costs, incidents and constraints.
• Coordinate planned mine outages and restricted-access zones with plant commissioning.
• Provide the mine section operating review and scale-up evidence pack.
• Review the initial resource model, 90-day reconciliation, mineability, dilution, grade control, operating cost, equipment availability, access, water, ventilation and permits before recommending any capacity expansion.

7. Contractor Management & Reporting

• Manage mining contractors through approved scopes, method statements, inspections, hold points, performance monitoring and compliance controls.
• Track contractor safety, productivity, cost, schedule and corrective actions.
• Escalate contractor issues that may affect safety, cost, schedule or permits.
• Provide accurate daily, weekly and monthly mining reports and maintain mine plans, sections, schedules, production records, cost records and incident records.

Qualifications & Requirements

• Bachelor’s Degree in Mining Engineering or other related field.
• Registration with the Engineers Registration Board of Tanzania or equivalent is highly desirable.
• Master’s Degree in Mining or equivalent is an added advantage.
• Minimum 3 years of progressive mining engineering experience, including at least 1 year in a supervisory or management role.
• 5 years or more of relevant underground or hard-rock gold experience is preferred.
• Demonstrated experience in underground safety, mine supervision, grade control, stockpile management, production reporting, and contractor management.
• Experience in Tanzania, remote-site operations, artisanal or small-scale mine interfaces, and incomplete geological datasets is highly desirable.
• Familiarity with Tanzanian mining legislation and regulations.
• Proficiency in mine-planning software or structured spreadsheet planning, mine surveying, and production-data systems.
• Strong knowledge of mining methods, ground control, ventilation, dewatering, grade control, reconciliation, and ore/waste separation.
• Ability to prepare and interpret mine plans, sections, and rolling schedules.
• Fluency in English and Kiswahili.
