Hiring Salary Range:

$89,994.00 - $116,929.00 Annually

Job Summary:  

An HR Business Partner directs the administration of a human resources program in a City agency. Work of this class involves supervising professional human resources staff.

Incumbents receive general supervision from an administrative superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. The work requires minimal physical exertion.

Essential Functions:

  • Plans and directs an agency recruitment and employment program.
  • Develops, recommends and directs the implementation of agency specific human resources policies and procedures, and interprets laws, regulations, guidelines and labor contract provisions for agency management.
  • Interprets and administers human resources policy, labor agreements, grievance procedures, and may participate in labor negotiations.
  • Represents a City agency and participates in legal and administrative hearings involving Employee Relations cases before such agencies as the Equal Employment Opportunity Commission, Civil Service Commission and Community Relations Commission.
  • Studies and makes recommendations to the central Department of Human Resources on classifications, reclassifications, class specifications, salaries, employee benefits and human resources practices and procedures.
  • Advises agency employees, supervisors and managers on human resources matters.
  • Plans and coordinates departmental in-service training programs.
  • Confers and coordinates human resources activities on behalf of the City agency with central Department of Human Resources, the Mayor's Expenditure Control Committee, the Mayor's Office and the Bureaus of Budget and Management Research, Payroll and Disbursements and the Mayor’s Office of Information Technology.
  • Directs and coordinates human resources selection, placement, and onboarding procedures with the central Department of Human Resources.
  • Directs preparation and processing of human resources, payroll and timekeeping forms, reports and actions.
  • Supervises and evaluates the performance and development of human resources staff and recommends the hiring, discipline and promoting of professional human resources staff.
  • Ensures compliance with City human resource’s policies and procedures and accurate reporting via the Human Resources Information System (HRIS).
  • Performs related work as required.

Minimum Qualifications:     

Education: A bachelor's degree from an accredited college or university.

AND 

Experience: Have five years of experience in progressive and strategic human resources management (human resources generalist, specialist, or business partner.)

OR 

Equivalency Notes: An equivalent combination of education and experience. One year of graduate course work in human resources management, business administration or public policy from an accredited college or university may be substituted for each year of the experience requirement.

Licenses, Registrations, and Certificates: Employees in this classification are encouraged to obtain and maintain professional human resources certification from a nationally recognized organization such as International Public Management Association for Human Resources (IPMA-HR), Society for Human Resource Management (SHRM), or Human Resources Certification Institute (HRCI).

Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or International Public Management Association for Human Resources Certified Professional (IPMA-CP) certification is highly desirable.

Knowledge, Skills, & Abilities: 

  • Knowledge at advanced level of the principles and practices of human resources management and employee and labor relations.
  • Knowledge at advanced level of Federal/State/Local regulations affecting employment and human capital management.
  • Demonstrated ability to manage and supervise professional human resources staff.
  • Ability to develop and implement human resources programs, policies and procedures.
  • Demonstrated experience in employee and labor relations, grievance processes, arbitration and union contract administration.
  • Considerable experience administering labor relations, recruitment, equal employment opportunity, performance management and HRIS activities.
  • Demonstrated ability to coordinate multiple human resources program activities with employees, managers, supervisors and officials.
  • Demonstrated ability to prepare, analyze and interpret complex data used in trend analysis to support staffing, talent management, succession planning and other applicable human resources programs.
  • Demonstrated ability to interpret and apply human resources policies.
  • Demonstrated ability to establish and maintain effective working relationships with staff and all levels of an organization.

Background Check                                        

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. 

Probation 

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
