Description
Essential Job Functions: Attends meetings of City Council; takes, transcribes and keeps accurate minutes of Council proceedings; maintains or directs maintenance of official records and documents including ordinances, resolutions, deeds and contracts; holds and maintains the City seal and affixes to instruments as required; administers oaths; publishes or directs publication of all legal notices, including notices of City Council meetings, public hearings, ordinances and elections; administers all facets of municipal elections, including conducting joint elections with Beaumont Independent School District and the Port of Beaumont; coordinates with Jefferson County Clerk's Elections Division for rental of equipment, ballot card order, preparation of ballot and Central Counting Station; prepares election orders, ordinances, legal notices and publications; acts as City's Records Management Officer for all city records, including developing and filing record retention schedules with State Library; maintains or directs maintenance and retrieval of Central Storage of City records and destruction of City records in compliance with the Texas Local Government Records Act; prepares and administers budget for the City Clerk Office; assures maximum utilization of allotted personnel, facilities and funds; evaluates employee performance and makes work assignments; coordinates office activities and resolves work problems; provides employee training opportunities; prepares and distributes agenda packages.

This position requires 100% onsite work. Normal office environment. Monday through Friday 8:00 a.m. to 5:00 p.m., extended hours as necessary.Knowledge: Extensive knowledge of modern office administrative procedures and practices; thorough knowledge of filing systems for research and retrieval of records at request of City Council, other city departments or divisions and the general public; thorough knowledge of organization and functions of City Government, various state laws, including but not limited to the Texas Elections Code, Open Records and Open Meetings Acts, Local Government Records Act; knowledge of modern office equipment.
Skills/Abilities: Ability to tactfully, diplomatically and effectively communicate with a variety of people (the public, news media, City Council and co-workers); ability to exercise leadership, establish and maintain effective working relationships with the City Manager and City Council, other City officials and employees when maintaining a friendly and pleasant demeanor at all times; ability to plan, assign and supervise the work of clerical subordinates; ability to handle confidential information in a responsible manner; ability to compose letters, reports and other correspondence using proper grammar, spelling, punctuation and organization; must be able to type accurately, file and sort documents; skill in the operation of computers including data processing software.
Physical Requirements: Constantly sees and hears; frequently stands, twists body, writes by hand, enters data and carries objects weighing up to 50 lbs.; infrequently sits, squats, stoops, walks, climbs, operates PC, drags, holds, lifts, pulls or pushes objects weighing up to 50 lbs., crawls, runs, kneels, cleans, and operates calculator.
Education/Experience: Bachelor's degree from a four-year college or university with major course work in Office Technology Administration, public or business administration with minimum ten (10) years’ experience as a City Secretary/Clerk or equivalent preferred; Texas Registered Municipal Clerk (TRMC) at time of employment or ability to attain certification within four (4) years from date of employment. Minimum two (2) years supervisory experience preferred.
